국문 초록

본 연구의 목적은 맹자와 다산 정양용의 정치지도자론을 비교분석하는 것이다. 맹자와 다산 간의 역사적 배경이 상이함에도 불구하고, 정치권력 정당성의 근거와 정치지도자의 정치적 책무에 대한 그들의 주장에는 시대적 거리감을 넘어서는 공통점이 존재한다. 그들은 정치권력의 정당성은 그 형성과정에서 백성들의 뜻과 지지가 있어야 하며, 권력을 행사하는 과정에서는 백성들을 위한 정책을 펼칠 수 있는 능력을 보여 주어야 한다는 점을 명확히 밝혔다. 정치적 안정과 사회경제적 제도의 개혁을 통해 전쟁이나 정쟁(政爭) 중에 피폐한 삶을 사는 백성들을 구제해야 한다는 점은 두 사상가가 공유하는 시대적 인식이었다. 그들은 ‘백성들로부터,’ ‘백성들을 위한’ 정치를 위해서는 윤리적 책임감뿐만 아니라 현실 정책을 실현해 낼 수 있는 능력 있는 정치지도자가 필요하다는 점을 역설하였다. 도덕윤리와 현실 정치능력을 갖춘 정치지도자를 세움으로써 맹자는 왕도정치(王道政治)를, 다산은 균민정치(均民政治)를 이루고자 하였다. 맹자와 다산은 민본주의적인 정치이상을 각각의 현실정치에서 이루지는 못하였지만, 그들이 제시한 민본주의적인 정치의 대의와 정치지도자 상(像)은 오늘날 21세기 현대 정치리더십에도 변함없는 본질적인 내용을 이룬다.

영문 초록

The purpose of this study is to analyze the political leaderships in Mencius’s and Dasan Jeone Yak-Yong’s political thoughts and to find out some contemporary implications for Korean political leaders. Even though they lived on the different historical background, there are a lot of similarities regarding the legitimacy of political power and the obligation of political leaders. Mencius and Dasan had developed from theories of human nature to the legitimacy of ruling and the origin of political power. According to them, the legitimacy of political power could be established in the process of power formation through the approval and support of the common people. And in the process of power exercise, political leaders have the capability to implement actual policies for people’s life. They all shared the needs of the times that people in an exhausted, poor condition had to be relieved not only through political stabilization, but also a series of reforms of social and economical systems. They emphasized especially the political leaders with ethical responsibility and political capabilities, who lead to a ‘righteous government’, or ‘politics by virtue(Mencius) and ‘reform politics for peoples’ balanced life(Dasan)’. Mencius and Dasan could not realize their ideal politics in each political environments, but their political ideals based on political ideology for caring people(Min-bon-joo-ui) and on the political leadership have important implications for today’s political leaders.
