국문 초록

한국전쟁 이후 북한은 같은 공산주의 국가 러시아와 중국에 대해서도 국경왕래를 쉽게 허락하지 않은 채 해방 후 70년 이상 동안 은둔의 상태를 유지하여 세습적인 전체주의 정체성을 유지하고 있다. 최근에 이르러는 2017년 일본 상공으로 대륙간 탄도 미사일(ICBM)을 발사하는 등 핵무기 사용을 시사하는 이른바 벼랑끝 전략을 2022년 현재까지 계속하고 있다. 북한의 김정은 국무위원장은 2018년 문재인 대통령과 세 차례, 2019년까지 트럼프 대통령과 세 차례 정상회담을 개최하면서까지 2006년부터 2017년까지모두 13차례에 걸쳐 계속된 유엔의 제재로 인한 경제적 어려움을극복하려고 노력했지만, 핵무기와 시설의 해체와 경제 제재의 선결 여부와 범위에 대한 이견을 해결하지 못하고 2022년 현재 한국의 윤석열과 미국의 바이든 행정부와 다시 협상해야 하는 상황에 이르렀다. 그동안 남한 정부의 중재 의지가 약하지 않았던 점을 고려하면, 북한과 미국이 한반도 평화의 대의명분을 위해 충분히 협력할 수있었다는 아쉬움과 함께 양측의 불신과 이와 관련한 남한 내 여론에 대해 역사적으로 고찰할 필요성을 제기한다. 지난 정상회담에서 북한은 미사일 발사와 핵실험 중지선언, 평계리 원자력 시험기지와 위성 발사 기지해체와 평양 근처의 ICBM 조립시설 폐쇄등 점진적인 비핵화 프로세스를 이행하면서 미국 정부의 태도 변화를 기대했다. 하지만, 미국은 2022년 4월 실제 기동훈련을 재개할 때까지 2018년 한미연합훈련을 취소하는 정도로 소극적인 태도를 보이며 주로 북한 정부의 전향적인 태도를 요구했다.…

영문 초록

In the 2020s, the Korean Peninsula seems to have further alienated its desire for peaceful reunification due to the North Korean nuclear threat that has continued for the past 20 years. However, clues can be found to solve this crisis in the history of the last democratization movements, which have always pursued a unification movement with the change of dictatorship. This paper examines the nationalist ideal that has always accompanied Korea's democratization efforts, identifies the connection between the democratization movement and the unification movement, and presents contemporarily significant points based on the results. For the purpose of this study, the researcher introduces the traditional security view that has relied on military power by considering the South Korean people's sense of unification in the midst of the North Korean nuclear crisis in the 2020s and the realist opinion that leads the cause and feasibility of unification on economical terms. In addition, this research examines the pattern of the post-Cold War nationalist integration spirit that appeared in the unification movement process after the democratization movement, and highlights the connection point of the two major movements and their value of the time. This study has found that students and citizens who participated in the pro-democracy movement argued for nationalistic ideals against foreign intervention while resisting the authoritarian government's suppression of the pro-democracy movement in the name of the US-backed anti-communist line. This research is significant in that it emphasizes that continuous democracy practice is a key element of security in addition to military power by linking the two major movements ideologically.
