국문 초록

중국은 1978년 개혁개방 이후 비약적인 발전을 거듭하며 신흥 강대국 반열에 올랐다. 2001년 9·11사건과 뒤이은 세계무역기구 가입으로 전략적 기회의 시기에 돌입한 중국은 지속적인 국력 제고와 이를 위한 국제정치경제 환경의 조성 및 유지를 위해 ‘경제’를 전략적으로 활용하기 시작했다. 2004년 이후 본격화된 중국의 ‘경제’ 전략은 대내적으로는 지속적인 경제발전과 이를 통한 공산당 집권 정당성의 유지 및 확보, 대외적으로는 중국의 위상 제고와 강대국화 즉, 중국몽의 실현을 목표로 한다. 세계 2위의 경제체로 성장한 중국은 방대한 시장과 국유자산 그리고 사회주의 유산을 활용해 대내적으로 경제성장의 질적 전환, 대외적으로 글로벌 경제 거버넌스 개혁을 추진해 왔다. 중국은 IMF, WB, WTO 개혁 등 기존 거버넌스 체제 내부에서는 물론, 체제 외부에서도 ‘일대일로’ 건설, AIIB, NDB, CRA 설립 등 다자와 함께, FTA 체결과 원조, 제재 등을 통해 양자 차원에서도 개혁을 추진해 왔다. 중국은 이러한 경제의 전략적 활용을 통해 남남연대를 형성하고, 자국의 글로벌 거버넌스관을 ‘신국제경제질서’ 수립 등을 매개로 UN헌장 취지에 연동시켜 정당성을 확보하며 체제와 발전을 포함한 ‘핵심이익’을 수호하면서 글로벌 거버넌스 개혁을 추진해 자신의 국제적 위상을 제고하고 중국몽을 실현하고자 한다.

영문 초록

Since the reform and opening in 1978, China has made rapid economic growth and become a rising power. Entering a ‘period of strategic opportunity’ in around 2002, China has begun to use its economy strategically since 2004 to enhance its national power and create favorable international environment for it. For this purpose, China has taken advantage of its vast market, state-owned assets and socialist heritage to push for a qualitative transition in its economic development and reform of global economic governance. China has been pushing for global governance reforms not only within the existing institutions, such as the IMF, WB and WTO, but also outside the system by suggesting “Belt and Road” initiative and establishing MDBs such as AIIB and NDB. In addition to the multilateral-level reform efforts, China also sought to promote reforms at bilateral level using economic carrots and sticks. China seeks to promote its international status and realize the Chinese dream through the strategic utilization of its economy, forming a South-South coalition and linking its view on global governance to that of the United Nations via such a shared mandate as the establishment of a ‘new international economic order’ to secure its foreign policy legitimacy and defend its core national interests including development interests home and abroad.
