국문 초록

본 논문의 목적은 2015년 출범 예정인 유라시아경제연합(EEU)을 건설하는 과정에 중대한 영향을 미칠 수 있는 몇 가지 요소들을 검토하는 것이다. 이와 관련해서 본 논문은 과거 유럽연합(EU)의 지역통합 경험과 현재 EEU의 건설 과정을 비교했으며, 특히 EEU의 초국가기구 문제와 관련해서 제도적, 조직적 기능의 특수성을 탐색하는 데 집중했다. EU는 관세동맹과 공동경제공간에 기초하여 유라시아경제통합을 좀 더 진전시키려는 유라시아의 지도자들에게 매우 유용한 전거이다. 그러나 현재 진행되고 있는 유라시아경제통합을 제약하고 있는 다양한 조건들 때문에 과거 EU의 경험을 유라시아에 직접 적용하는 데는 무리가 따른다. 통합에 바람직하지 않은 요소들을 분석하고 통합과정에 방해가 되는 것을 규정할 때, 우리는 EEU 잠재국들 사이의 불균형(비대칭) 요소들이 역내 통합과정을 심화시키는 데 심각한 장애요소로 작용한다는 것을 인식할 필요가 있다. 그러나 이것 외에도 지역통합을 성공적으로 완결하기 위해서는 초국가기구의 측면에서 거버넌스 구조의 효과적인 작동이 필요하다. EU와 EEU를 비교해 본 결과 EEU의 거버넌스 구조와 의사결정체계에서 EU가 추구했던 초국가성의 원칙은 아직 매우 약하게 작동하고 있고, 아직은 정부 간 협력주의(intergovernmentalism)가 주된 기조를 유지하는 것으로 보인다.

영문 초록

The purpose of this paper is to examine a few categories of conditions that can affect the future process of building the Eurasian Economic Union(EEU), foreseen for 2015. In order to doing that, this paper makes the comparative analysis of European integration experience and the present creation of the EEU, and focuses in particular on the specifics of institutional, organizational functions as related to supranational institutions of the EEU. The EU is supposed to be a useful frame of reference for leaders to promote the initiative for the further development of Eurasian regionalism based on the Customs Union and Common Economic Space. However, due to a plenty of different conditions under which Eurasian economic integration is going on, it is useless and even harmful to directly copy European experience into Eurasian integration practice. When we analyze the factors unfavorable to integration and identify the impediments to this process, the factor of asymmetries between potential member states of the EEU should be regarded as one of the most serious obstacles to deepening the integration process in this region. Besides that, to successfully complete regional integration, effective functioning of governance structure is needed from the point of supranational institution. Comparative analysis of institutional aspects of the EU and the EEU shows that the principal of supranationality is still very weak and intergovernmentalism continues to maintain the policy stance regarding governance structure and decision-making system in this region.
