국문 초록

본 연구는 19대 총선에서 새누리당과 민주통합당의 공천 방식을 평가한 다음 공천유형에 따른 정치적 결과를 경험적으로 검증하려는 시도이다. 첫째, 양당의 공천은 전체적으로 보면 복합적인 모습을 보이면서 새누리당은 하향식 공천, 민주당은 상향식 공천을 주로 사용했다. 둘째, 기존연구에서 확인된 경선 효과론(論)은 19대 총선에서 확인하기 어려웠다. 왜냐하면 민주당의 경우 경선의 상향식 공천의 득표율과 당선 가능성에 대한 긍정적 영향은 상향식 공천이 집중적으로 이루어진 호남지역 때문이었다. 같은 맥락에서 하향식 공천이 집중적으로 이루어진 영남에서 새누리당 후보의 득표율과 당선 가능성 제고의 긍정적 효과를 가져왔다. 이는 공천유형과 이에 따른 정치적 결과는 지역변수를 전제로 이해되어야 한다는 것을 의미한다.

영문 초록

This essay reviews how the two main parties nominated their candidates running for the 2012 National Assembly elections and evaluates the relationship between types of candidate selections and their political outcomes. First, New Frontier Party and Democratic United Party showed mixed picture when it came to candidate selections for the elections with NFP more depending on top-down style candidate selections while DUP on bottom-up style candidate selections. Second, contrary to the conventional wisdom that the bottom-up style of candidate selection system helps candidates earn more votes and their chances of being elected, this essay finds that the impact of bottom-up types of candidate selections is conditioned by the variable of regions. Specifically, DUP used the bottom-up type of candidate selection system for the 2012 elections mainly in Honam region that has been strongholds for the party for the last 30 years. Therefore, understanding of the types of candidate selection and their political outcomes requires us to incorporate all the possible variables influencing their relationships.
