아태지역의 상보적·단일적 광역FTA 형성 가능성

국문 초록

한중일 FTA, RCEP, TPP 등 아태지역의 광역FTA 움직임과 관련하여, 이를 미중 간의 패권갈등의 관점에서 보기도 하지만, 다음과 같은 관점에서 상보적 관계로 파악하고 그런 방향으로 이끌어내는 것이 필요하다. 첫째, 광역FTA는 새로운 경제무역규범을 제정하려는 시도이므로 보다 경제적 관점에서 주목하여야 한다. 둘째, 광역FTA의 출현은 역내 공급사슬의 확대와 스파게티 볼 현상의 해소 등 기존 양자FTA의 문제점을 해소하기 위한 것이므로 RCEP와 TPP가 서로 갈등적·병행적으로 존재하면 광역FTA 실현효과는 반감될 수밖에 없다. 셋째, RCEP와 TPP는 ①느슨하고 개방적 조직인 APEC의 틀내에서 일정한 관계를 맺고 있고, ②경제적으로 서로 밀접하게 얽혀 있고, ③양자의 특성과 정치경제적 역학관계 속에는 조화를 이룰 수 있는 부분도 있다. 이미 중국은 미중 투자협정 체결 및 TPP 참가(또는 미국을 포함하는 FTAAP)의 방향으로 움직이고 있다. 미국도 RCEP와 TPP가 길항관계에 있는 것을 원치 않으며 또한 중국이 참가하지 않는 TPP는 실익이 없기 때문에 중국을 초대할 가능성이 있다. 한국과 ASEAN도 TPP와 RCEP 간의 실질적인 린치핀 역할을 도모할 수 있다. 역내 광역경제권의 대결은 역내 전체의 비용증대로 나타난다. 모두가 손해를 보기 전에 조금씩 양보하여 조화를 이루어야 한다. 관련국 모두의 노력이 집중될 때 비로소 아태지역의 호혜적 경제통합이 완성될 수 있을 것이다.

영문 초록

While the mega-FTAs in the APR - RCEP, TPP and KCJ-FTA - are often thought of as the reflection of the US-China regional hegemonic rivalry, I think it is better to consider them of complementarity and harmonization from the following viewpoints:First, we should fix the sight upon the economic aspects in so far as the mega-FTAs are the attempts to set up a new economic order. Second, the mega-FTA is emerging with the object of expanding the supply-chain and solving spaghetti-bowl problem within bilateral FTAs, so that RCEP and TPP also have to be harmonized and taken. Third, RCEP and TPP have the common aspects to cooperate and unify, such as, overlapping membership, common relations with APEC, mutual economic entanglement and so on. China is already on the move to accelerate reform of state-owned enterprises and prepare for TPP membership. The US cannot help inviting China to TPP with relative-favorable terms for the sake of inducing the change of the state capitalism and enlarging economic benefit of TPP. ASEAN whose members are split to two blocks is seeking the regional harmony and unity. Korea is attempting to serve as a linchpin to connect RCEP and TPP on the basis of the Korea-US FTA and the Korea-China. Confrontation between the mega-FTAs will inevitably lead to diseconomy. All relating countries should concentrate their efforts to make the most of harmony, so that the efficiency and economic benefits of the mega-FTAs could be maximized and eventually integrated unitarily.
