홍콩-광둥성 간 경제통합협력과 정치경제적 시사점

국문 초록

20세기를 화려하게 장식한 일련의 사건들 속에 세계화(globalization) 와 지역화(regionalization)만큼 국제정치경제에 큰 영향을 미친 것은없을 것이다. 국제체제의 특수성 속에서 새롭게 조명 받고 있는 국가관계, 그리고 해당 당사국간의 합종연횡(合從連橫)으로 세계적 주목을 받고 있는 중국과 홍콩, 마카오 및 대만의 관계가 바로 그것이다. 중국은홍콩과 광둥성 간의 지역간 협력 및 통합을 통해 새로운 경제 모델을창출하고자 하며 이를 다시 정치적 통합의 모델로 제고(upgrade)시키고자 한다. 문제는 홍콩이 중국에 반환되는 과정에서 중국은 홍콩에 대해 선언적 제약(一國兩制,港人治港)을 전제했다는 점이다. 본문은 통합이론에 입각해 광둥-홍콩 협력 프레임 협의(CEPA)의 일부분으로 평가되고 있는 “광둥-홍콩 협력 프레임 협의”와 “주강삼각주 지역 개혁발전규획 요강(GPRD)”를 통해 지역적 차원에서의 지역경제협력인 홍콩과광둥성 간의 협력을 분석하고자 한다. 시효적 유효성이 비교적 짧은 관계로 최근 동향을 통해 홍콩과 광둥성의 지역경제협력이 시사하는 이론적, 정치 및 경제적 특징을 고찰하고자 한다. 연구의 편의를 위해CEPA를 광의적 연구 범주에 놓고 광둥성과 홍콩의 협력 프레임 협의및 주강삼각주 지역 개혁발전 규획을 CEPA의 일부분으로 평가한다.

영문 초록

Through economic integration, political integration is intended to try to create the model. The political, economic, and social factors are associated with. Based on a unified body of theory that is being evaluated as part of the "CEPA" and "GPRD" at the regional level through regional economic cooperation and cooperation between Hong Kong and Guangdong will want to analyze. Relatively short temporal relationship is validated by recent developments in Hong Kong and Guangdong, the theoretical implications of the regional economic cooperation, political and economic characteristics are to discussion. Research for the convenience of the GPRD is evaluated as part of the CEPA. In this paper, GPRD and CEPA will not affect each other due to political issues, but that is gradually expanding cooperation in areas that were able to identify. This is the premise of ‘one country two systems’ in mind that there is a problem, and conflicting.
