북한 정치체제의 특성과 딜레마

국문 초록

이 글은 북한 정치체제의 특성과 개혁․개방의 딜레마(dilemma)를분석하기 위한 것이다. 이를 위해 북한의 김일성 체제의 형성과 특성, 김정일 체제의 성립과 특성, 북한체제 개혁․개방의 딜레마 등의 순서로 분석한 후 결론에서 우리의 대응을 도출해 보았다. 북한은 다른 공산주의 또는 사화주의 국가에서는 찾아보기 힘든 부자세습체제, 주체사상과 선군사상을 통치이념으로 하는 유일독재체제를 유지하고 있다. 김일성에 이어 김정일이 통치하고 있는 북한의 정치체제는 주체사상과‘독재주의’에 근거하는 일인일당체제이다. 북한은 강성대국 건설을 기치로 정치․군사적 역량을 강화해왔다. 김정일은 김정일 시대 개막 이후제창해온 ‘선군정치’를 강화하여 체제안정을 도모하고 국방위원회를 상설기구화하였다. 경제적으로 사회주의 경제체제를 고수하면서 제한적인개혁․개방정책을 취하여 경제회생에 한계를 드러내고 있다. 사회적으로는 자본주의 등 외부사조 유입을 차단하기 위한 단속을 강화하고 있다. 향후 북한이 실용적인 변화를 설령 모색․추진한다고 할지라도 북한체제의 체계적인 변화가 없이는 소기의 경제개선을 이룩하기 어렵다는 데에 북한의 딜레마가 있는 것이다. 한국의 남북한관계개선 및 통일노력이 성공을 거두기 위한 가장 중요한 열쇠는 북한체제의 변화이다. 이를 위해서는 튼튼한 안보적 바탕위에서 남북한 교류협력에 의한 상호신뢰 회복을 통해 점진적인 통일노력이 요구된다고 볼 수 있다.

영문 초록

This paper is aimed to analyse the feature and dilemma of North Korea's political regime. North Korea's power is concentrated on Kim Jong Il, who commands the Workers' Party and the National Defense Commission. The Juche(self-reliance) ideology and Military-first Politics are North Korea's ruling ideologies. North Korea is proceeding with the three generation dictatorship heredity that we cannot find anywhere in the world. North Korea is intensifying its military capability under the banner of ‘building a strong and prosperous socialist nation.’ The North has consolidated the ‘military-first politics’ that has been advocated since the establishment of the Kim Jong-ils regime. Economically, by adhering to a socialist economic system and promoting limited reform and opening policy, the North Korean economy is experiencing a limitation on its recovery. Socially. North Korea has imposed more strict controls on freedom of thought in an efforts to oust capitalist ideology. North Korea’s dilemma is that while pragmatic reform threatens the fundamental basis of its existence, change of policy will not produce the required economic improvement unless it is accompanied by change of system. An important key to the success of unification efforts by the South Korea is to change in the North Korean Regime. The best way to accomplish this is to move gradually toward unification by restoring mutual confidence and building mutual trust through inter-Korean exchanges and cooperation on the basis of our strong national security.
