국문 초록

독일통일이 된지 거의 이제 22년이 흘렀다. 그동안 독일통일에 관한많은 논문이 독일과 아직 분단국인 한국에서 출간되었다. 이제 독일의통일에 관한 연구는 깊이를 더해가야 할 시점에 있다. 이런 가운데 독일군사통합은 독일통일의 여러 분야 가운데에서// 남북한 군사통합에대비한 주요 연구분야로 자리잡고 있다. 독일군사통합에 대한 연구를하기 위해서는 우선 동독군에 대한 연구가 선행되어야 할 필요성이 있다. 동독군은 독일연방군에 의해 흡수통합된 무기력한 군이었다. 이러한 무기력이 내재된 데에는 동독군 장병의 정신전력과 동독군의 정체성에 기인한다. 동독군 장병의 정신전력이 약화되었던 것은 군입대전의사회생활과도 결부되어 있으며 국가에 대한 충성심의 결여에도 기인한다. 동독군을 지배한 것은 동독군 지휘부가 아니라 SED였으며 SED의전횡은 일반 동독군인들의 증오의 대상이 되었다. 동독군은 군사통합이되던 시점에 아무것도 할 수 없는 공황상태로 빠져들었다. 동독군의 폐쇄성은 동독군 서로를 잘 알지 못하는 정도였으며 타군의 경우는 더욱알지 못하였다. 동독군은 전투를 수행하기 위한 도구였으며 그들은 가족생활을 제대로 누리지 못할 정도의 대기상태에 있었다. 동독군의 폐쇄성은 연방군에 정보의 부재로 이어졌으며 이런 부분은 군사통합의 장애로 이어졌다. 독일통일은 분단이후 오랜 동안의 단체, 기관, 민간 차원에서 지속되어 온 평화적인 접촉이 주목된다. 이러한 평화적 접촉은통일의 밑거름이 되었다. 또 다른 주목할 부분은 양 독일이 분단 상태동안 군사충돌이 없었으며 특히 동독에 의한 공비의 침투와 같은 민간인 살상 행위가 없었다는 사실이 주목된다. 이런 부분이 독일민족이 하나라는 생각에 쉽게 도달할 수 있었던 부분이며 독일군도 충돌 없이 통합될 수 있었던 요소이기도 하다. 군사통합 후 독일군은 통합독일군으로서 세계평화에 기여하고 있다. 독일분단 이후 냉전 상태의 이데올로기 대치에 배치된 군사력을 분쟁지역의 위기 극복, 테러방지, 국제 경찰군으로서 유엔의 임무를 수행하고 있다. 주요 파견국은 아프가니스탄, 소말리아 해역, 코소보 등 여러 지역이며 이러한 여러 지역에 미국다음으로 많은 8천 여 병력이 파견되어 있다. 이러한 분쟁 지역의 치안유지와 지역주민의 지원, 대 테러활동은 통합독일군이 유럽과 나토에서위상을 높이는 역할이 되고 있다. 독일은 중부유럽, WEU, EU에서 제고된 위상을 누리고 있으며 특히 나토회원국과의 공동의 군사활동과 구성으로 유럽과 시계의 안전에 기여하고 있다. 독일군사통합을 통해 장차 남북한 군사통합의 간접적인 초석을 다져나갈 수 있을 것이다. 동독군과 북한군이 다른 것처럼 동서독의 군사통합과 남북한의 군사통합은커다란 차이점이 있을 것이다. 그러나 독일군사통합에서 드러난 문제점축적해 나간다면 장차 군사통합 준비단과 같은 기구에서 참고 될 수 있을 것이다. 연방군 동부지역 사령부가 늦게 창설되고 동독군에 대한 연방군의 정보부재가 실제적인 군사통합의 지연 요소였음을 주목할 필요가 있다. 독일통일이 독일인도 예상치 못하게 급작스럽게 도래하였듯이장차 남북한 통일과 군사통합은 언제라도 우리에게 다가올 수 있다는사실이 주목되어야 한다. 본고는 남북한 미래의 군사통합에 대한 서술이 아닌 동서독 군사통합의 연구에서 수평적인 면 보다 깊이를 더해가는 측면으로 서술되었다.

영문 초록

Nearly 22 years were flowed after German unification. meanwhile many rearchpapers and books about that were publisched. Now research about militaryunification rearched to a time, to concentrate deapt in stead of wideness. German militaryunification takes it's seat as major researchpart under researchpartsfor German unification. In order to make research for German militaryunification, above all research about NVA should be preceded. NVA was lethagic, that was through Bundeswehr absorbed. This lethargy was due to spritual combat power und identity of soldier in NVA. this weakning of spritual combat power was connected with social life before enter the army and lack of royalty for motherland. substance, NVA to command, not military high command, but SED. dictaterialnees of SED came to abhorrence of member of NVA. NVA sank into panic at militaryunification. Colsing od NVA was such as igonrance about each other. it was severe in case of other services forces. NVA was a tool for combat and soldiers in NVA were on standby for mobilization on isolation from familylife. closing of NVA was connected to a lack of information od Bundeswehr. this part came to a obstacle of militaryunification. Attention point of German unification is long constant peaceful contact under civil group and organization between West and East. this could be a foundation for unification. another attention point s were that there were no armed conflikt invasion guerillas from East German. these facts could be a element of peaceful military unification. Budeswehr contributes to as combines troops a worldpeace. military power afer ideological conrontation converts to a overcoming crisis, antiterrorism, Budeswehr executes mission as policetroope of UN. main sending countries are afghanistan, on waters of somalia, Kosovo. On these Districts wurden about 8.000 sended. Maintenance of public order, support for civil raise status of Germany in WEU, EU, NATO. Foundation for militaryunification between Sotouth and North can be layed through militaryunification. big difference for military unification stays between North and South. But if problems on cases of German are researched, preparation group in the future can the material for militayunification. for example on the point, that Bundeswehr Komanndo Ost was late built, we can find easily that advance preparation is more important. as German unification came unexpectedly, unification on korean peninsula too can be come unexpectedly.
