미·중관계와 한미동맹

국문 초록

본 논문의 목적은 미중관계의 변화가 한미동맹에 어떠한 영향을 주고 있는지를 살펴보고자 한다. 최근 중국의 부상으로 야기된 미중관계의 변화는 동아시아 안보질서의 변화를 요구하고 있다. 미중관계는 외형상 경제적 협력을 바탕으로 전략적 협력관계를 형성하고 있는 것처럼보이나, 내면적으로 경제적·안보적 차원에서 보이지 않는 경쟁과 갈등이 첨예하게 전개되고 있다. 즉 중국의 부상으로 인해 미중관계는 사안에 따라 경쟁과 협력이 교차하는 이중적 패턴을 띠고 있는 것이다. 이러한 미중관계의 변화는 한미동맹의 구조적 변화를 요구하고 있다. 그동안 한미동맹의 변화는 미국의 안보전략의 변화에 따라 영향을 받고있다. 9·11사태를 계기로 미국이 해외주둔군의 재구성과 재조정하는군사변환을 추진함으로써, 한미동맹도 ‘전략적 유연성’을 강화하는 방향으로 전환되게 된다. 또한 오바마 정부는 2012년 ‘국방전략지침’에서적극적인 아시아로 복귀와 한미·한일동맹의 강화를 통해 중국의 부상에적극적으로 견제할 것을 강조하고 있다. 따라서 한미동맹은 미국이 추구하는 안보전략의 변화와 맥을 같이하여 재조정되고 있는 것이다. 여기서 한국의 전략적 자율성은 어디서 찾아야 하는 것인가. 동맹은 상황적 산물이기에 구조적 변화에 따른 변화를 수용할 수 있어야 하며, 또한 현존하는 위협을 억제할 수 있는 능력이 갖추어질 때 한미동맹의 자율성은 자연스럽게 형성될 것이다.

영문 초록

This paper aims at examining how much influence the changes of the Sino-US relationship have on the US-ROK alliance. The changes in the relationship between the USA and China caused by the recent rise of China call for the security order change in the East Asia. While the United States and China appear to have formed a strategic cooperative ties on the basis of economic cooperation, sharp hidden competitions and conflicts in the economic and security sectors have developed internally. That is, because of the rise of China, the Sino-US relationship shows a double pattern of competition and cooperation depending on each issue. Such changes in the relationship of the United States of America and the People's Republic of China demand a structural turn in the US-ROK alliance. Up to the present, the changes in the US-ROK alliance have been influenced by the American security strategic changes. As the USA carried forward a military transformation to reshuffle and realign the American troops stationed abroad due to the September 11th terrorist attacks, the alliance between Korea and the USA was also turned to strengthen 'strategic flexibility'. In addition, the Obama Administration emphasized an active check of the rise of China by actively returning to Asia and strengthening the US-ROKalliance in 2012 Defense Strategic Guidance(DSG). Thus, the alliance between Korea and the United States is being readjusted in accordance with the changes in American security strategy. In this respect, Korean strategic autonomy is somewhat neglected. As the alliance has resulted from the given situations, the changes following the structural transformation must be accepted. Futhermore, when a capability to control present threats is developed, the autonomy of the US-ROK alliance will be naturally formed.
