국문 초록

이 논문은 김영삼 정부의 대북 정책의 내용을 살펴보고 평가하는데목적을 두고 있다. 이 논문은 먼저 대북 정책의 형성 및 추진에 영향을준 주요 요인으로서 김 대통령의 정치 성향, 여론의 보수적 성향, 노태우 정부의 북방 정책 그리고 북한의 핵 개발을 분석했다. 그리고 대북정책의 내용을 화해와 협력의 모색, 4자 회담의 제의와 전개, 북한 핵개발에 대한 대응을 중심으로 살펴보고, 평가를 내리고 있다. 김영삼정부의 대북 정책에 대한 평가는 부정적인 것이 주를 이루고 있다. 특히 그중 대부분의 학자들이 ‘일관성의 부재’를 가장 큰 문제점으로 지적하고 있다. 그러나 북한이 핵무기 보유를 국가적 목표로 삼았음을 전제한다면 김영삼 정부의 대북 정책이 온건책에서 강경책으로 전환한 것을일관성의 부재라고만 비판할 수는 없다. 이는 일면 이상주의적 전제와논리로 현실주의의 그것들을 비판하는 모순을 가지고 있다. 오히려 김영삼 정부의 대북 정책의 문제점은 대내외적 상황의 급변에서 ‘그랜드플랜’을 세우고 구체적인 목표를 얻기 위한 집중적이고 체계적인 정책의 부재가 문제였다고 할 수 있다.

영문 초록

This paper analyzes Kim Young Sam government's North Korean policy and the four major factors that influenced it. These factors include President Kim's own political orientations, conservativeoriented public opinion, Roh Tae Woo government's Northern Policy, and North Korea's nuclear weapons program. This paper especially focuses on the trial and error of reconciliation and cooperation proposals, suggestion of the Four-Party Talks, and the harsh line toward North Korea after revealing its development of nuclear weapons, which all occurred during Kim Young Sam government. Majority of the researchers on Kim Young Sam government's North Korean policy has criticized it as 'lack of consistency.' However, if we premise that the goal of North Korean nuclear program is to becoming a 'nuclear state,' Kim Young Sam government's policy change from dove to hawk should not be criticized one-sidedly as 'lack of consistency.' This is because those criticisms have suffers the contradiction of blaming realistic policies with the assumptions and logics of international political idealism. Nevertheless, it is needless to say that Kim Young Sam government's North Korean policy had some limits. The most serious one was that, under the rapid changing environment within and outside of the Korean peninsula, it should have had a grand plan for the inter-Korean relations which had concrete diplomatic and strategic goals, and from which precise policies could be molded.
