한국의 안보딜레마와 한미동맹의 가치

국문 초록

무정부적 국제체제에서 국가는 자국의 안보를 추구할 수밖에 없다. 그러나 그것은 상대측의 대응을 불러와 결과적으로 자국의 안보를 더위험스럽게 만들 수도 있다. 그래서 모든 국가들은 어떤 수준으로 안보를 추구해야 할지 안보딜레마에 빠지게 된다. 1972년 남북대화가 시작된 이래 한국정부는 안보딜레마를 해결하기 위하여 한 때 자주노선과균형자 역할 등을 시도해 보았으나 어느 것도 한미동맹의 대안이 될 수없었다. 전체주의 독제체제세습체제를 유지하고 한반도의 현상을 타파하려는 목적으로 핵을 개발하고 있는 북한은 안보딜레마가 아니라 억지전략과 유인정책으로 대응해야 할 안보문제를 제기할 뿐이다. 한중관계는 경제적으로 중요하나 포괄적 한미동맹의 대안이 될 수 없으며 한미동맹의 틀 속에서 병행 발전시켜야 한다. 한미동맹과 주한미군의 존재는 한국의 안보는 물론 국가신인도를 유지할 수 있도록 해주었다. 한미동맹은 한국이 세계 10위권의 경제로 성장할 수 있도록 한국의 수출주도형 발전을 뒷받침해 왔던 것이다. 주한미군이 한국에게 주는 경제적가치만 계산해도 매년 백 수십조 원을 넘는다. 이제 국내외적 여건의변화로 한미동맹도 21기형 동맹으로 변화하고 있다. 2008년과 2009 년 한미 양국은 한미동맹을 전략적 동맹으로 격상하고 가치동맹, 신뢰동맹, 평화구축동맹으로 발전시킨다는 21세기 한미동맹의 비전에 합의하였다. 21세기 한국의 대외전략은 네트워크형 외교와 연대를 모색해야 한다. 미국은 한국과 가치를 공유할 뿐 아니라 국제질서를 움직이는네트워크의 중심 국가이다. 미국과의 가치동맹은 한국이 안보딜레마를해결하고 미국이 이끄는 상층부 네트워크를 기반으로 세계로 뻗어나가는데 초석이 될 것이다.

영문 초록

The concept of security dilemma is generally used to denote the self-defeating aspect of the quest for security in an anarchic system. In the system, each party's power increments are matched by the others, and all wind up with no more security than when the vicious cycle began, To solve the security dilemma posed by its the relations with North Korea and with China, the ROK’s governments since 1993 for a while tried to pursue a self-reliance police and a “Northeast Asia Balancer Policy.” But none of them could be an alternative to the ROK-USA alliance. North Korea has developed its own nuclear forces to maintain its hereditary dictatorship and to force South Korea to accept its own terms. So what North Korea has raised is no more a security dilemma but only a security problem that can be dealt with deterrence policy. The Korea-China relation is economically important but cannot compare with the ROK-US inclusive strategic security alliance and cannot be an alternative. With maintaining the strong ROK-US alliance, Seoul should try to seek diplomatic balance between US and China. For over almost 60 years, the ROK-US alliance and presence of US military forces in Korea has played a critical role as peace keeper on the Korean Peninsular. It has also helped South Korea to become the world number 10th prosperous economic power by providing the secure situation and reducing the country risk. A survey estimated the economic value of the USFK, its security cost saving effect and economic contribution effect more than 171 billion dollars. Due to the changes in the global and domestic situations, ROK and the United State have agreed to upgrade the alliance to a strategic alliance for the 21st century. They also have agreed to transform the alliance into value alliance, trust alliance and peace-settlement alliance. Korea’s foreign and diplomatic strategy should be networked diplomacy and seek networked solidarity. The United States has not only common security interests but also common democratic values with Korea and she is the center of the network which leads the world. I am sure that the ROK-US strategic alliance will be the corner stone for South Korean foreign strategy in solving its security dilemma/problem and expanding its global network.
