국문 초록

본 연구의 목적은 박근혜 정부의 대북․통일정책에 있어서 가장 중심적 개념이라고 할 수 있는 ‘한반도 신뢰프로세스’의 국제정치적 측면을 분석한 후, 이를 토대로 향후 통일외교의 발전방안을 제시하는데 있다. 박근혜 정부에서는 한반도 신뢰프로세스를 진전시키기 위한 외교전략으로서 국제적 지지확보에 노력하면서 미국과 중국을 대상으로 신뢰에 바탕을 둔 통일외교를 전개하는 한편, 동북아평화협력 구상을 추진하는 등 다각적인 접근을 시도하고 있다. 그러나 이러한 외교적 노력들이 소기의 성과를 거두기 위해서는 해결해야 할 과제들이 적지 않은데, 그것은 첫째, 대북․통일정책에 관여하는 다양한 행위자들 간에 정책적공감대가 형성되어야 하며, 둘째, ‘균형 있는 접근의 원칙’이 형식화되지 않고 구체적 실천행동으로 나타나야 하고, 셋째, 한반도 신뢰프로세스의 실질적 진전을 위한 국제적 제도화가 이루어져야 한다. 넷째, ‘연미화중(聯美和中)’의 통일외교를 보다 전략적으로 세련되게 추진할 필요가 있고, 다섯째, 동북아지역에서 경쟁관계에 있는 미국과 중국의 협력을 동시에 이끌어내기 위하여 한국․미국․중국 등 3국간의 전략적파트너십(strategic partnership)을 구축할 필요가 있으며, 마지막으로 동북아평화협력 구상의 추진을 위한 구체적인 로드맵(road map), 즉 행동계획(action plan)이 수립되어야 한다.

영문 초록

The purpose of this paper is to analyse the Park Geun-hye Adminstration's ‘Trust-Building Process on the Korean Peninsula’ in international dimension and to suggest developmental strategies of the unification diplomacy. In international dimension, the president Park has pursued international cooperation and trust diplomacy toward the United States and China. And at the same time she suggested the ‘Initiative for Peace and Cooperation in Northeast Asia’ to make an unification environment. However, in order to achieve the desired result of these diplomatic efforts, the developmental strategies which is needed are as follows; In the First, the consensus among various actors which is involved in unification policy should be formed. Second, the principle of strategic balance should not be formalized but operated actually. Third, the international institutionalization of ‘the Trust-Building Process on the Korean Peninsula’ is needed. Fourth, the Korea-US alliance and Korea-China strategic cooperation should be developed together. The trilateral strategic partnership among Korea-US-China should be constructed. And finally, the road map or action plans for the ‘Initiative for Peace and Cooperation in Northeast Asia’ should be established.
