사회통일교육의 현황과 활성화를 위한 과제

국문 초록

통일교육은 한반도의 통일과정에서 나타날 수 있는 문제점을 최소화하고, 하나의 민족공동체를 구현하기 위해 필수적인 준비단계이며, 지속적으로 추구되어야 하는 중대한 사안이다. 그러나 이런 중요성에도불구하고, 통일에 대한 관심과 필요성에 대한 인식이 급격히 저하되고있다. 1990년대에 접어들면서 정부주도의 일원화되어 있던 통일교육에변화가 나타났다. 특히 1999년에 통일교육지원법이 제정된 이후 그 양상은 더욱 뚜렷해 졌다. 정형화된 형식의 탈피, 다양한 교육단체가 사회통일교육을 실시하고 있고, 교육대상의 다양화, 프로그램 개발, 교육방법 등 많은 진전을 이루어 왔다. 그러나 이런 사회통일교육의 양적, 질적 증가하고 있지만, 통일교육 담당자나 전문가들의 정치적 성향이나태도에 따라 통일교육의 목적 및 방향이 좌우되는 등 일관성과 체계성부족 등의 문제가 나타나고 있다. 무엇보다 사회통일교육의 활성화를위해서는 통일교육의 방향에 대한 사회적 합의의 선결 및 다양한 교육운영 프로그램 개발 및 관리와 지속적 평가, 사회통일교육 단체 간의상호협력 네트워크화, 재정상의 지원확충 등이 앞으로 해결해야 할 과제로 남아있다.

영문 초록

Unification education needs to be conducted steadily as a required preparatory stage, in order to minimize problems that might occur in the process of the unification of North and South Korea and to form a community between South and North ultimately rapidly. This is based on the Unification Education Support Act enacted in 1990 It broke the stereotypical form, introduced the social unification education and demonstrated itself in various unification education ideas and ways. The current unification education conducted according to this change consists of the two types, school unification education and social unification education. In the case of the social unification education, it can be unsystematic or incoherent because it may vary depending on the political tendency or attitude of the unification education managers or experts. And the direction of the unification education needs to be decided by the society in advance and the quality of the education has to be managed challenges for the activation of social unification bring education social consensus of unification education direction, developed a variety of educational programs, management, network of social unification education organization, financial support.
