국문 초록

북한의 연이은 4․5차 핵실험으로 국민들의 안보 불안은 가중되고통일에 대한 관심과 기대는 약화되고 있다. 이럴 때일수록 통일 논의의공론화와 통일 역량의 강화를 목표로 해 온 통일교육의 역할과 필요성은 커질 수밖에 없다. 이 글의 목적은 통일교육이 풀뿌리 수준으로 확산되는 통일교육의 지방화를 위한 지역 통일교육체계의 거버넌스화를위한 방향성을 모색하는 것이다. 그동안 정부는 통일교육 관련 민·관협의체를 구축·운영하면서 통일교육 거버넌스 구축에 주력해 왔다. 그럼에도 불구하고 통일교육 거버넌스의 실체는 두드러지지 않고 있다. 이 글은 지역 통일교육 거버넌스 구축을 위해서 ‘제주’라는 지역 단위에서 다양한 주체들에 의해 실시되고 있는 통일교육 사례를 거버넌스의맥락에서 접근한다. 그리고 이러한 지역 사례의 경험을 바탕으로 지역통일교육 거버넌스 체계의 필요성과 구축 및 운영방안을 모색한다.

영문 초록

North Korea's fourth and fifth nuclear tests in January and September 2016 heightened anxiety in South Korea and weakened the nation’s interest in and expectation of ever reunifying with its northern counterpart. Consequently, the need for and role of unification education, which aims to promote debate about unification and strengthen Koreans’ capacity to unify, have become all the greater. In response, this paper explores ways in which the regional governance of a unification education system can localize and administer unification education across South Korea at the grass-roots level. Although the South Korean government has focused on initiating the governance of unification education and overseeing a public-private consultation body on the matter, such governance remains sidelined. This paper examines governance in cases of unification education currently administered by various unification education agencies in Jeju as a regional unit for establishing regional governance over unification education. Based on those cases, this paper identifies the need for a regional unification education governance system and explores its establishment and plans for operation.
