통일문제의 해결을 위한 보수․ 진보진영의 정책노선에 대한 연구

국문 초록

통일문제에 대한 보수와 진보진영의 논의는 합의점을 찾지 못하고갈등과 대립의 구조를 벗어나지 못하고 있는 것이 현실이다. 특히 통일논의는 정치와 이념 논쟁으로 비화되어 확산됨으로서 보수와 진보 논쟁의 긍정적 측면보다는 사회 발전을 저해하고 통일을 방해하는 부정적측면으로 폄하되고 있다는 점도 부인할 수 없다. 보수와 진보의 논쟁은성장과 분배, 자유와 평등간의 논쟁으로 이러한 이념이 극단적인 경쟁으로 대립되는 진영논리가 아니다. 이들 양 진영간 균형과 조화를 이루어 바람직하고 건전한 사회발전을 위해 지속되어야 할 필요가 있는 논쟁이라는 긍정적 의미와 가치를 내포하고 있다는 점에서 통일문제를 해결하기 위한 보수와 진보 진영의 통일논의는 매우 시의적절한 주제인동시에 당위적 과제이다. 본 논문은 먼저 보수와 진보에 대한 용어 설정과 분석의 한계 및 전제를 제시하고, 다음으로 보수와 진보 양 진영의 통일노선의 함의와 문제점을 분석하고자 한다. 이러한 분석을 토대로 하여 통일문제를 해결하기 위한 보수와 진보의 통일노선은 어떠한방향으로 추진되어야 하는가에 대한 해답을 대신하여 문제제기 수준의제언을 추론으로 서술하고자 한다.

영문 초록

The conservative and progressive debates on the issue of unification fail to find a consensus and are unable to escape the structure of conflict and confrontation. In particular, it can not be denied that the unification debate has spread to the controversy of politics and ideology, and is being neglected as a negative aspect that hinders social development and hinders unification rather than the positive aspect of the two camps debate. The controversy between two camps is not a logic of opposition between growth and distribution, the debate between liberty and equality, and the ideological confrontation with extreme competition. The balance and harmony between these two camps implies a positive meaning and value as a debate that needs to be sustained for desirable and healthy social development. The discussion of reunification between the two camps to solve the unification problem is a timely and appropriate theme. This paper first presents the limitations and assumptions of setting and analyzing terminology for two camps second, analyzing the unification routes and problems of two camps and third, how should the unification line of two camps be advanced.
