북중관계의 지속과 변화

국문 초록

이 연구는 중국의 시진핑 정부와 북한의 김정은 체제가53) 출범한 이후 북중관계가 현재 어떤 상태이며 향후 어떻게 전개될 것인가를 연구하는데 목적을 두었다. 이를 위해 북중관계를 시진핑-김정은 시대 이전과 이후로 구분하여 그 흐름과 특징을 분석하고, 북중관계의 지속요인과 변화 요인을 연구하여 전망한 후 우리의 대응방안을 제시하였다. 연구 결과 시진핑-김정은 시대의 북중관계는 혈맹에 기초한 특수관계가약화되면서 양국의 국익이 우선하는 관계로 전환되었으며, 그 중심에는북한의 핵문제가 위치하고 있음을 규명할 수 있었다. 시진핑 정부는김정은 체제의 안정과 북한의 비핵화라는 서로 상치되는 두 개의 목표를 달성해야하는 전략적 딜레마 상황에 처해 있다. 북중관계의 지속요인과 변화요인에 기초하여 향후 양국의 관계를 분석하면 단기적으로 현상을 유지할 가능성이 높으나, 장기적으로는 북한 핵문제 처리 과정에서양국관계가 변화될 가능성도 배제할 수 없을 것으로 전망된다. 현재의상황은 중국의 대북정책의 전략적 변화는 아니며, 전술적 변화라고 볼수 있으며, 여기에 대한 우리의 적극적이고 주도적인 대응이 요구된다.

영문 초록

This study aims to investigate the present relations between China under Xi Jin-ping and North Korea under Kim Jong-un and also to anticipate how they will be developed. Thereby, it offers what policy South Korea should employ toward two countries. The flow and characteristics of their relations were analyzed before and after two leaders. The factors, which will make the ties be maintained were found, along with those which will bring changes. The result shows that their ties based on blood allies have been weakened as they give more priority to their own national interests. Also North Korea nuclear problem is found to be at the center of their relations. Therefore, China faces dilemma as aiming to stabilize North regime or, at the same time, to denuclearize it. It is anticipated that their relations will maintain status quo in the short run. From a long- term, however, the nuclear program will be likely to bring changes. It seems that China deals with North tactically rather than strategically at the present stage. It is required that South should take a leading role at this critical moment.
