사드 논쟁의 국내정치와 북한의 압박

국문 초록

사드의 한국 내 배치를 둘러싼 한국 내, 미중 간, 한중 간 안보 갈등이 발생하면서 미국 대 중국, 한·미·일 대 북·중·러의 신냉전 대립구도의 형성도 거론되고 있다. 사드 논쟁은 한국의 정치현상이 국제정치, 국내정치, 북한에 대한 동시적 고찰을 필요로 하는 사례 중 하나다. 따라서 사드와 관련한 국내의 찬반 논쟁은 군사안보, 국제정치의 차원과함께 한국 내의 정치상황과 미국과 중국에 대한 대외인식 및 북한에 대한 인식과 대북정책의 차이에서 발생하는 국내정치적 요소에 대한 이해가 논쟁의 실체적 성격을 파악하는데 도움을 줄 수 있다. 사드 배치에대한 국내의 찬반 입장은 정치적 이념과 지지 기반에 따라 사드 배치에대해 극명한 이견을 나타나고 있으며 대선 국면에서 주요 정당과 대선후보자들의 사드 관련 입장도 이를 반영하고 있다. 동시에 사드 배치를둘러싼 논쟁에는 미국과 중국 중 어느 나라와 더 우호적인 관계를 유지하는 것이 유리한지의 대외인식과 북한에 대한 인식의 차이도 함께 나타나고 있다. 북한은 사드와 관련한 국내외의 논쟁을 최대한 이용해 대외관계와 대남관계에서 유리한 입지를 확보하려 하고 있다. 북한은 사드의 한국 내 배치 결정을 기회로 미․중간 나아가 한․미․일 대 북․ 중․러의 동북아 신냉전 구도를 확대하기 위해 동북아 국가들 간 대립과 갈등을 의도적으로 조성하고 있다. 북한은 대남관계에 있어서는 집권이 유력시되는 야당에 대한 영향력을 확보하기 위해 사드 관련 대남압박을 지속하고 있다. 북한과의 대화와 교류협력을 중시하는 야당이집권할 경우 대북제재 무용론이 제기될 가능성이 있으며 북한을 관리하고 한반도의 평화를 유지한다는 명분으로 대북지원과 협력을 재개할 수도 있다. 이미 시작된 사드 배치의 추가적 진행도 일단 유보하고 다시검토할 가능성도 배제할 수 없다. 따라서 북한은 사드 배치에 대한 대남협박과 함께 ‘남남갈등’을 격화시키고 있다. 대통령이 탄핵당하고 국회가 여소야대인 상황에서 남한 내부의 정치 환경이 북한에 유리하게진행되고 있기 때문에 북한은 사드를 포함한 대남 정치공세를 강화하면서 북한이 원하는 방향으로의 대북정책을 의도하고 있다.

영문 초록

The possibility of military confrontation between the United States and China, the ROK-US-Japan vs, the North Korea-China-Russia are rising surrounding the deployment of THAAD in the South Korea. The case of the controversy in the deployment of THAAD in the South Korea is a political phenomenon on the Korean Peninsula requires simultaneous consideration of international politics and domestic political process, and the elements of the North Korea. The position of the pros and cons of the THAAD deployment also reflects a clear disagreement in political ideology. In the current presidential phase, those major political parties and presidential candidates also reflect this. At the same time, the controversy surrounding the THAAD deployment also shows a difference in perception on the North Korea. North Korea has intentionally created confrontation and conflict between Northeast Asian countries in order to expand the Northeast Asian new cold war framework between the US and North Korea, If the current regime of the South Korea changes, a new policy toward the North Korea will be introduced, and if the present opposition party win the presidential election, there is a possibility that the sanctions against North Korea will be revised in the South Korea. Additional progress which reserve the THAAD deployment may also can be. North Korea sees the political environment in the South Korea is advantageous for the North Korea, and strengthens the political oppression including the THAAD.
