국문 초록

정치리더십을 기능론적 관점에서 접근한 터커(Robert C. Tucker) 는 독재적인 리더십 현상도 연구대상에 포함시켰다. 터커의 기능적 접근은 지도자들이 국가가 당면한 문제 상황에 대한 진단과 처방, 지지의문제를 다루고 있다. 이 연구의 목적은 터커의 기능적 분석을 활용하여김정은의 정치리더십이 어떻게 발휘되고 있는가를 규명하고 타진해 보려는 것이다. 김정은 체제에서 내세우고 있는 국가발전전략은 ‘경제건설과 핵무력 건설 병진노선’이다. 김정은의 모든 상황진단은 제국주의 침략을 내세웠고, 체제유지를 위해서는 군사와 핵을 강화하는 것이 가장위용하고 적합하다고 처방을 하였다. 경제건설 문제로 제시된 것이 국가경제발전 5개년 전략이다. 문제는 이를 시행하기 위하여 내세우고 있는 것이 ‘조선속도’, ‘만리마정신’ 등 각종 동원전투를 통한 자장력제일주의 전략노선이다. 김정은이 이러한 전략으로 목표를 달성할 수 있을것인가. 병진노선을 포기하는 과감한 정책변화로 국제협력을 끌어들이지 않고서는 불가능하다. 이것이 김정은의 정치리더십의 한계이다.

영문 초록

Robert C. Tucker, who explores political leadership in terms of functionalism, includes authoritarian or dictatorial leadership in the research category. His functional approach is how the leaders interpret national challenges, which policies they decide in order to settle the challenges and how well they mobilize the political community's support for their decisions. This study is to explore the possibility of its realization, which adopts his approach for scrutinizing and comprehending Kim Jong Un's leadership. The national development strategy pursued by the Kim Jong-un regime is described as the ‘Byungjin’ policy. His every situation awareness was based on imperialism invasion and he prescribed 'military-first policy' with fortified military and nuclear affairs as a proper and dignified measure for sustaining a national system. ‘Construction of a strong economic state and people’s economy development strategy’ specifies ‘Five-year Strategy for Economic Development.’ The problem of the strategy places in strategic focus on the principal of self-help first through public mobilization catch phrasing ‘Chosun Tempo’ and ‘Manlima Spirit.’ In this way, it is impossible for the strategic objective of North Korea. The objective can be effectuated only by international cooperation with the change of the Bungjin policy. It is limitation of Kim Jong Un’s political leadership.
