국문 초록

3.1운동이라는 거족적인 독립운동이 가능했던 것은 제1차 세계대전의 종결에 따른 파리강화회의와 그에 따른 국제질서의 변동이 곧 한국의 독립에 유리하게 작동할 것이라는 기대가 컸기 때문으로 볼 수 있다. 따라서 민족지도자들은 제1차 세계대전을 승리로 이끌고 파리강화회의를 주도하는 미국에 대한 외교, 즉 대미 외교에 박차를 가하고 성과를 거두는 것이 곧 독립의 길을 단축시키는 길이라고 판단했을 것임은 두말할 필요가 없다. 파리강화회의는 무력을 바탕으로 구질서를 추구하던 현실주의 세력과 도덕에 입각한 신질서를 추구하는 이상주의 세력 간의 각축장이었다. 이 같은 상황에서 한국의 독립운동가들에게 미국 윌슨 대통령의 전후 이상주의적 신질서 수립 구상이 곧 실현될 것이라는 희망을 심어줌으로써 항일 저항운동 및 외교활동을 활발하게 전개하는 출발점이 되었다. 그것은 곧 거족적인 3·1운동의 발발과 대미 외교활동의 강화로 나타났다. 본 논문에서는 3·1운동을 전후하여 민족지도자들이 독립을 쟁취하기 위해 추구한 독립운동방략들 가운데서 외교독립론에 주목하여 약소국동맹회의 및 파리강화회의 시 대미 외교활동과 구미위원부의 선전·외교활동을 면밀히 분석해 보고자 한다.

영문 초록

A gigantic national independence movement, the March 1st Independence Movement, was possible because high were expectations that the hosting of the Paris Peace Conference following the end of World War I and subsequent changes in the international order would soon work in favor of Korea's independence. Therefore, it goes without saying that Korean national leaders would have predicted that strengthening diplomatic activities toward the United States of America(USA), which leads the Paris Peace Conference, would shorten the path to national independence. The Paris Peace Conference was a 'battlefield' between realist forces who sought old order based on force and idealistic forces who sought new order based on morality. In this situation, Korean independence activists had the hope that President Wilson's idea of establishing a new post-war idealistic order would soon be realized, and actively carried out anti-Japanese resistance movements and diplomatic activities with the USA. In this paper, paying attention to the theory of diplomacy independence among the independence movement strategies pursued by national leaders to gain independence before and after the March 1st independence Movement, we would like to carefully analyze the diplomatic activities with the USA at the Congress of the League of Small and Subject Nationalities and at the Paris Peace Conference, and the propaganda diplomacy activities with the USA of the Korean Commission to America and Europe for the Republic of Korea.
