국문 초록

본 연구는 싱가포르, 하노이 북미 정상회담의 명암을 고찰하고, 양차회담이 한계를 가질 수밖에 없는 근본적인 원인을 밝히고자 하였다. 그리고 양차 회담을 반면교사로 삼아 향후 북핵의 위기를 관리하고, 비핵화를 구체적으로 진전시키기 위한 현실적인 대안들을 제시하고자 하였다. 싱가포르 정상회담은 70여 년간 단절되었던 ‘한반도의 비핵화’를 위해 노력한다는 긍정적인 결과를 도출하였다. 그러나 싱가포르 정상회담에서 합의한 공동선언은 구체적인 비핵화 로드맵을 제시하지 못한 불완전한 선언에 그치고 말았다. 그 이후 하노이 정상회담이 개최되었으나, 실무차원의 최소 합의 부재, 협상 목표 도달 수준에 대한 불일치, ‘탑다운(Top-down)’ 방식의 한계를 드러내면서 결렬되었다. 향후 성공적인 비핵화를 위해서는 ‘비핵화’ 개념 인식상의 차이 극복, 협상목표와방식의 재조정, 문재인 정부의 역할 재정립 등 선결조건이 해결되어야한다. 향후 비핵화 논의는 핵의 완전한 포기에서 핵의 관리(핵의 확산과 위협 관리)로의 패러다임의 전환이 필요하다. 북한의 구체적인 비핵화 노력에 대해 미국뿐만 아니라 동북아 주변 국가들이 공동으로 상응조치를 제공하는 다자협력시스템을 구축할 필요가 있다.

영문 초록

This study investigates the bright and dark side of Singapore and Hanoi NK-US Summit and tries to reveal fundamental causes why two summit talks might have limits. In addition, it also attempts to suggest realistic alternatives to control North Korea nuclear crisis in the future and to concretely drive denuclearization by taking a lesson from two summits. The Singapore Summit induced positive effects to make efforts for ‘the denuclearization on the Korean Peninsula’ after about 70 years’ severance of diplomatic relationship between two nations. However, the joint declaration agreed at the Singapore Summit ended up in an imperfect one as it didn’t show a genuine roadmap for denuclearization. After that, Hanoi Summit was held, but broke down revealing absence of minimum working-level agreement, disagreement on how to attain negotiation goals and limits of top-down processes. Henceforth, for the successful denuclearization, such preconditions as overcoming discrepancies between both sides’ ‘denuclearization’ concepts, readjusting negotiation objectives and processes and reestablishing the role of Moon Jae-in Government. So, future discussions on denuclearization need a paradigm shift from complete abandonment of nuclear arsenal to nuclear weapon control(containment of nuclear proliferation and threat). It is necessary to construct a multilateral cooperation system for not only the United States of America but neighboring Northeastern countries to jointly provide corresponding solutions in accordance to concrete efforts for denuclearization from the Democratic People’s Republic of Korea.
