통일대비 북한이탈주민 지원정책의 방향에 관한 연구

국문 초록

본 연구의 목적은 북한이탈주민이 남한사회에 정착하는 과정에서 체감하고 있는 현실을 바탕으로 지원정책의 방향을 모색하려는 것이다. 그 동안 북한이탈주민은 남북관계의 특수성을 반영한 정책적 대상이었다. 북한이탈주민에 대한 정착 지원정책은 ‘보호’에서 ‘자립·자활’ 및 ‘사회통합’으로 변화해 왔다. 최근 북한이탈주민에 대한 정착지원이 생활밀착형 지원으로 변화하고 있어 사회통합 요소를 강조하고 있는 경향을보이고 있다. 본 연구에서는 정착 지원정책의 문제점으로 네 가지를 제시하였다. 첫째는 북한이탈주민에 대해 민족적 동질성의 오류를 들고있으며, 둘째는 지원체계의 형식성을 제기하고 있다. 셋째는 지원체계와 관련 협력관계의 복잡성이 업무 추진의 중복성을 야기하고 있으며, 넷째는 정착지원 프로그램의 효과성을 제기하고 있다. 북한이탈주민 정착 지원의 문제점을 극복하기 위한 방향으로는 먼저, 북한이탈주민에게열린 공간을 조성해 주어야 하며, 둘째는 경제활동 지원의 내실화를 강조하고 있다. 마지막으로 국민들의 인식 제고와 정착지원체계의 민관거버넌스의 구축을 제안하고 있다.

영문 초록

This paper aims at investigating directions to support North Korean refugees entering South Korea in consideration of the realities they face in the process of settling in the Korean society. Up to the present, North Korean refugees have been a policy target reflecting the special relationship between the two Koreas. The focus of settlement support policies for North Korean refugees has been changed from ‘protection’ to ‘independent self-support’ and ‘social integration.’ Recently, these policies seem to emphasize social integration factors as they have been altered into support for practical livelihood. This study suggests four problems in settlement support policies. First, a national homogeneity error has been made towards North Korean refugees. Second, the support system is too formal. Third, the support system and relevant cooperative relations are so complex as to cause some work promotion redundancy. Fourth, the effectiveness of the settlement support system is in question. Directions to overcome problems of the settlement support for North Korean refugees are as follows. First, an open space should be created for North Korean refugees. Second, the support for economic activities should ensure internal stability. And finally, people’s awareness should be raised and the public-private governance for the settlement support system should be formed.
