문재인 정부의 대북·통일정책과 한반도 평화증진과제

국문 초록

본 논문은 문재인 정부의 대북·통일정책과 한반도 평화증진과제를 분석하기 위한 것이다. 한국정부는 북한을 대화·교류협력의 상대자로 인정한 이래 ‘선평화 후통일’의 대북·통일정책기조를 유지해왔다. 지난 20 여 년 동안 진보정부 10년, 보수정부 9년을 거치면서 대북·통일정책도‘대북포용’에서 ‘대북압박’으로 진보에서 보수를 오갔다. 문재인 정부는대선과정의 공약, 국정과제, 베를린 구상, 광복절 경축사 등을 통해 대북·통일정책방향을 밝혀오다가 2017년 11월 ‘문재인의 한반도정책’으로 정리·제시했다. 즉 2대 비전, 3대 목표, 4대 전략, 5대 원칙이 바로그것이다. 문재인 정부는 대북포용 패러다임에 바탕을 두고서 ‘대북정책’ 대신 ‘한반도정책’이라는 용어를 사용하고 있다. 향후 문재인 정부의한반도정책 추진과제는 ①북핵문제해결과 평화체제구축, ②남북대화재개 및 남북기본협정체결, ③남북교류협력재개 및 활성화, ④이산가족상봉, 북한인권개선 등 인도적 문제해결, ⑤평화통일 공감대의 확산이다. 문재인 정부는 2018평창올림픽을 평화올림픽으로 승화시켜 3차에 걸친 남북정상회담을 성사시키고 2차에 걸친 북미정상회담의 중재역도해왔는데 향후 평화증진과제를 어떻게 수행하느냐가 한반도 평화정착의바로미터가 될 전망이다. 우리는 튼튼한 안보와 국제적 공조 바탕위에 서 북한의 비핵화와 한반도 평화정착에 중지와 역량을 모으는데 최선의 노력을 다해야 할 때라 생각된다.

영문 초록

This paper is to analyse Moon Jae-in administration’s North Korea and unification policy and tasks for promoting peace on the Korean Peninsula. The Republic of Korea’s past administrations have maintained the keynote of ‘First Peace, Next Unification’ policy since they acknowledged the North as a partner to dialogues and exchanges and cooperation. In the past two decades, our administrations have gone through 10 years of progressive administration and 9 years of conservative administration, and policies on reunification and North Korea have come and gone in advance like clockwork. Moon Jae-in administration has provided the directions for North Korea policy in the process of the presidential election manifesto, the 100 Point National Policy Agenda, Berlin Initiative, address on the 72nd Anniversary of Liberation etc. and then published ‘Moon Jae-in’s Policy on the Korean Peninsula in order to provide that direction in November 2017. That is, the two visions, the three goals, the four strategies and the five principles. Moon Jae-in administration's policy toward North Korea is based on a step-by-step-comprehensive approach and embracing paradigm and the term ‘Korean Peninsula Policy’ is used instead of ‘North Korea Policy.’ Our government's future tasks are to resolve the North Korean nuclear issue, establish a peace regime, resume inter-Korean dialogues and exchanges, prepare the basis for its systematic efforts, and expand the consensus on peaceful reunification, etc. First of all, it is time to make all-out efforts to promote peace on the Korean Peninsula through successful hosting and mediation of the inter-Korean summit and North Korea-U.S.A summit. It is time for us to make our utmost efforts to bring about the denuclearization of North Korea and peaceful settlement of the Korean Peninsula on the basis of strong security and international cooperation.
