남북 및 북미정상회담의 성과와 한계

국문 초록

본 연구의 목적은 2018년 이후 ‘한반도 비핵화’를 위해 진행된 남북및 북미 정상회담이 보여준 성과와 한계를 살펴보려는 것이다. 지난2017년의 한반도 위기 상황을 뒤로 하고, 2018년 평창동계올림픽을계기로 남북 및 북미관계는 새로운 전환기를 맞이하였다. 다섯 차례의남북 및 북미 정상회담이 개최되면서, ‘한반도 비핵화’와 관련된 논의들이 급속하게 진전되기 시작하였다. 최초 한반도 비핵화와 관련된 내용이 ‘판문점 남북정상회담(2018.4.27.)’의 선언문으로 등장하면서, 북핵문제 해결과 남북평화 공존의 기대를 높여주었다. 이를 계기로 개최된‘싱가포르 북미정상회담(2018.6.12.)’에서는 새로운 북미관계의 수립과북한이 ‘한반도의 완전한 비핵화(complete denuclearization of the Korea peninsula)’를 위해 노력하기로 합의하였다. 그러나 하노이 북미정상회담(2019.2.27.-28)에서 ‘비핵화 대상’과 ‘대북제재 해제 범위’ 의 등가물에 대한 이견으로 협상이 결렬되면서, 실질적인 비핵화를 위한 후속 조치들이 추진되지 못하고 있는 상황이다. 다섯 차례 진행된남북 및 북미 정상회담은 새로운 북한 비핵화의 가능성을 보여준 회의였다. 하노이 정상회담 이후 ‘비핵화 셈법’의 차이로 결렬된 상태이지만, 남북관계 및 북미관계 개선과 동시에 북한의 국제사회 등장 등 다양한 부수적인 효과를 창출한 측면도 있다. 결과적으로 ‘탑-다운(Top-down)’ 방식으로 진행된 남북 및 북미 정상회담은 ‘한반도 비핵화’에 대한 인지적 공감대를 확인하며, 한반도의 평화조성에 기여했다는차원에서 긍정적인 평가를 내릴 수 있다. 그러나 정상회담을 통해 합의된 인지적 공감대가 실효적 조치로 발전하지 못하고 있다는 점은 근원적 한계로 지적될 수 있을 것이다.

영문 초록

This study focuses on fruits and limits of summit talks between the Republic of Korea and the Democratic People’s Republic of Korea and between the DPRK and the United States of America conducted for the denuclearization on the Korean peninsula since 2018. The relationship of South and North Korea and that of the DPRK and the USA faced a new turning point through the momentum of the 2018 Winter Olympics in Pyeongchang, Korea to put aside the crisis on the peninsula in 2017. As 5 summits between the two Koreas and between North Korea and America were held, discussions on the issues concerning the denuclearization on the Korean peninsula were in rapid progress. The inter-Korean summit taken place on 27 April 2018 was focused on the denuclearization of the Korean Peninsula and as the Panmunjom Declaration was made following the summit, the expectation to solve North Korean nuclear weapons problems and to bring about a peaceful co-existence of South and North Korea was heightened. After that, the 2018 North Korea–United States Singapore Summit reached an agreement to make efforts to construct a new North Korea-USA relation and to accomplish a complete denuclearization of the Korea peninsula. But, as the 2019 North Korea–United States Hanoi Summit for two days on February 27–28, 2019 failed to reach an agreement due to different views on ‘objects of denuclearization’ and ‘the extent of sanctions against North Korea lifted’, subsequent measures for substantial denuclearization have been taken. The inter-Korean summit and North Korea-United States summit conducted five times as a way of negotiation diplomacy have revealed a possibility of North Korean denuclearization. Since the Hanoi Summit, summit talks are in a stalemate because of ‘denuclearization calculation’. Diverse collateral effects, however, including advanced relations between two Koreas and between North Korea and the USA, and the appearance of the DPRRK on the global stage have been created. As a conclusion, the inter-Korean summit and North Korea-United States summit held in ‘top-down’ method are assessed positively as they confirmed a cognitive bond of sympathy and contributed to creating a peaceful atmosphere on the Korean peninsula. But, the fact that the cognitive bond of sympathy agreed-upon through the summit talks has not been developed into effective steps is evaluated as a primitive limit.
