국문 초록

본 논문은 한반도 평화체제 구축을 위한 한국의 전략방향과 과제를분석하기 위한 것이다. 이를 위해 평화와 한반도 평화체제 구축의 의미, 한반도 평화체제 구축의 관련논의와 제약요인, 한국의 한반도 평화체제 구축 전략방향과 우선과제를 살펴본 후 결론을 도출해 본 것이다. 한반도는 6·25전쟁 정전이후 정전체제는 불안정한 평화를 유지해왔고2018 평창동계올림픽이후 남북미 정상회담 등을 통해 한반도 안정적평화체제 구축노력을 위한 합의가 이루어진 바 있다. 한반도 평화체제구축 관련논의가 결실을 거두기 위한 전략방향으로는 ①한국주도·국민공감의 한반도 문제해결, ②점진적·단계적 평화체제 구축, ③강한 안보와 남북한 군비통제를 통한 평화유지, ④상호존중·교류협력 증진에 기초한 남북관계발전, ⑤국제사회의 협력유도와 국제레짐으로의 발전을들 수 있고, 군사적 우선과제로는 ①북핵문제의 평화적 해결과 완전한비핵화, ②군사적 긴장완화와 평화정착, ③비무장지대의 평화지대화를들 수 있다. 향후 중요한 것은 북한의 비핵화와 한반도 평화체제 구축과 관련된 합의내용의 이행이다. 이를 위한 우리정부의 치밀한 안보·외교·통일전략과 단·중·장기적 대비책이 요구된다.

영문 초록

This paper is to analyse the strategic directions and tasks of Korea for the establishment of a peace regime on the Korean Peninsula. To this end, the paper is composed of 5 chapters titled introduction; the concept of peace and the establishment of a peace regime on the Korean Peninsula; related discussions and constraints on the establishment of a Peace regime on the Korean Peninsula; strategic directions and priorities for the establishment of a peace regime on the Korean Peninsula; and conclusion. The Korean Peninsula has maintained unstable peace since the Korean War armistice, and after the 2018 PyeongChang Winter Olympics, the two Koreas and the U.S.-North Korea summit reached an agreement on efforts to establish a stable peace regime on the Korean Peninsula. Strategic directions for the establishment of a peace regime on the Korean Peninsula include ①the solution of the Korean Peninsula problem led by Korea and shared by the people, ②the establishment of a gradual and phased peace regime, ③the maintenance of strong security and inter-Korean arms control, ④the development of inter- Korean relations based on the enhancement of mutual respect and exchange cooperation, and ⑤ the promotion of cooperation in the international community and development into international regime. Also, military priorities include ①peaceful resolution of the North Korean nuclear issue and complete denuclearization, ②reduction of military tension and the settlement of peace, and ③peaceful utilization of the DMZ. What is important in the future is the implementation of agreements related to North Korea's denuclearization and the establishment of a peace regime on the Korean Peninsula. To this end, Korea's detailed security, diplomacy, and unification strategies and short-term, medium-term and long-term countermeasures are required.
