중국소수민족정책의 관점에서 바라본 한반도 통일

국문 초록

중국은 긴 역사 동안에 수 많은 소수민족들이 때로는 연합하고 때로는 한족을 지배하여 중국을 다스렸었다. 1948년 중화인민공화국이 세워지면서 한족중심의 중화주의를 내세우면서 소수민족들을 관리하며 그들의 문화를 발전시키면서 전체 중국의 단결을 도모하는 정책을 내세우고 있다. 그 중에서 가장 큰 소수민족인 신장위구르지역과 티베트 지역, 그리고 내몽고 지역을 특별관리하면서 현대 중국의 발전에 저해가되지 않도록 신경을 쓰고 있다. 조선족은 중국 55개의 소수민족 가운데 가장 최근에 형성된 민족으로서 중국 내 소수민족의 배후에 세계에서 영향력이 큰 형제국가(한반도)가 인접해 있는 몇 안되는 소수민족이다. 한반도는 남한과 북한이 분단되어 있지만 향후 통일이 될 경우 중국은 경제적인 측면에서는 미래 동반자의 위치인 동시에 안보적으로는자국 내 소수민족인 조선족을 자극할 수 있는 위험성을 함께 지니게 된다. 이런 점에서 중국은 가급적이면 중국내 조선족의 위상을 약화하는정책을 시행하고 있다. 그러나 통일을 준비하는 대한민국의 정부는 중국 내 조선족 공동체를 살리는 방안을 마련해야 한다. 이 방법은 조선족 공동체가 중국 내에서 와해 되지 않도록 정부는 간접적으로 경제적지원을 해야 하고, 국내에 들어와 있는 중국동포들의 부정적 인식을 긍정적으로 바꾸는 역할을 해야 할 것이다.

영문 초록

For a long time, ethnic minorities in China have existed and sometimes conquered the chinese government that was made up of Han ethnicity. Since Chinese People's Republic(CPR) has been founded in 1948, CPR has controlled ethnic minorities and helped them develop their cultures for the unity of whole people in China. Among the ethinic minorities, CPR especially has controlled three regions - Xinjiang Uyghur, Tibet, Inner Mongolia - with a special enforcement for the people of these areas not to evoke an independent spirit of the other ethnic minorities. The Korean-Chinese people is the latest people group in the history of ethnic minorities in China and the only people group that has a brotherhood country in the vicinity of their back. That country is Korea, north and south. The Korean peninsula has ambivalent values on CPR. The first thing is that South Korea currently is the one of the biggest partner with CPR in terms of an economic trade. The other thing, on the contrary, is that the united Korea in the future can threaten the unity of ethnic minorities in CPR by aiding the Korean-Chinese people group with the spirit of an independence. In this context, CPR possibly utilizes the policy of undermining the identity of the Korea Chines people in CPR. However, to prepare the unification of the Korean peninsula, the South Korean government with the help of civic agencies such as religious institutions and other NGOs(Non-Government Organization) should help the Korean-Chinese people in CPR persist to exist. The South Korean government can help them in the aspect of economic aid and tries to convert from the negative images of the Korean-Chinese people living in South Korea to the positive one.
