국문 초록

본 논문은 한반도평화체제 구축문제를 다룸에 있어서 중요한 평화가치에 대한 정치철학적 의미를 규명하고 있다. 한반도평화체제의 구축문제가 시급한 민족적 현안임에도 불구하고 여전히 교착국면에 놓여 있다. 이러한 교착국면의 요인으로는 북한 전제독재정권의 온존, 중국 공산당 일당독재체제의 잔존 그리고 동북아시아의 냉전적 상황 등을 들수 있다. 이러한 상황에서 한반도평화체제 구축문제를 해결함에 있어서중요한 문제인 평화가치에 대한 정치철학적 의미를 살펴보고자 한다. 평화가치는 첫째 결과론적 가치라는 점이다. 즉 평화는 스스로 성립할수 있는 독립적 가치가 아니라 다른 가치에 의해 규정되어지는 변수적가치라는 점이다. 둘째, 평화는 자유와 인권과 같은 보편적 가치에 의해 전제되어 성립해야 한다는 점이다. 셋째, 평화는 민주주의와 같은보편적 제도에 의해 규정될 때 진정한 평화로서의 역할을 다할 수 있다는 점이다. 마지막으로 평화는 궁극적 절대적 가치가 아니라는 점이다. 즉 평화는 인간의 본질적 가치인 자유와 인권 그리고 민주주의와 같은보편적 제도에 의해 규율될 때 옳은 평화로서의 의미를 지니고 있다는것이다.

영문 초록

This paper identifies the political philosophical implications of the important peace values in dealing with the issue of establishing a peace regime on the Korean Peninsula. Despite the urgent issue of the establishment of a peace regime on the Korean Peninsula, it is still in a deadlock. Some of the factors behind this stalemate include the moderation of North Korea's despotic dictatorship, the survival of China's one-party dictatorship and the Cold War situation in Northeast Asia. Under these circumstances, we would like to take a look at the political philosophical implications of the value of peace, an important issue in solving the problem of establishing a peace regime on the Korean Peninsula. Peace is the first consequential value. In other words, peace is not a self-contained independent value, but a variable value defined by other values. Second, peace must be established under the premise of universal values such as freedom and human rights. Third, peace can serve as true peace when defined by a universal system such as democracy. Finally, peace is not an ultimate or absolute value. In other words, peace has the meaning of right peace when it is regulated by universal systems such as freedom, human rights and democracy, which are the essential values of human beings.
