국문 초록

본 연구의 목적은 6·12 북미정상회담 이후 ‘한반도 비핵화’의 전개상황과 이에 유기적으로 연계된 미중 패권경쟁과 한미동맹의 딜레마 상황 속에서 한국의 전략적 방안을 모색하려는 것이다. 북한의 비핵화 협상은 세계적 관심 속에서 두 차례 진행되었으나, 기대했던 성과를 거두지 못하고 막을 내렸다. 북미정상회담에서 확인할 수 있었던 것은 ‘북한의 비핵화 의지’와 상호 원하는 것이 무엇인지를 알 수 있었다. 이는 역으로 비핵화 협상과정에서 나타난 북미 간 한반도 비핵화에 관한 인식의 간극이 좁혀지지 않았음을 의미한다. 북미 간 비핵화 협상이 실패한근본적인 원인이 상호 주장하는 비핵화 원칙과 과정 및 방법이 달랐다는 것이다. 한편 비핵화 협상에 영향을 주는 변수로 미중 경쟁과 한미동맹이 존재함을 확인할 수 있었다. 미중 경쟁이 본격화되는 상황에서전개된 북미 간 비핵화 협상은 미중 간 대리전 성격이 투영되면서 성과를 거두기에는 한계가 있었다. 한미동맹은 미국의 동맹에 대한 이중적인식과 더불어 비핵화 실무협상에서 북한이 동맹해체를 제기하면서 딜레마 상황에 직면하고 있었다. 이러한 상황에서 한국은 북한의 핵문제와 미중 경쟁 및 한미동맹의 불확실성이라는 삼중고 속에서 전략적 선택 방안을 마련해야 할 것이다. 우선적으로 한국의 국가이익에 바탕한 전략이 모색되어야 한다. 이를 위해서는 한미동맹의 불확실성을 제거하기 위한 미래가치동맹으로의 전환하며, 북한의 비핵화를 위한 한미공조를 강화해야 하고 나아가 미중 경쟁에서 한국의 자율성이 확보되는 영역을 구축하는 것이 필요하다.

영문 초록

This study aims at investigating strategic choices of the Republic of Korea amid the hegemonic competition between the United States of America and the People’s Republic of China and US-ROK alliance dilemmas in relation to current ‘denuclearization’ conditions of the Korean Peninsula after the U.S.-North Korea Summit on June 12. Two North Korea denuclearization talks were held as the world were concerned with the process but they ended with no expected results. What’s been confirmed in North Korea-US summits are ‘North Korea’s intention to denuclearize’ and the things both sides mutually want. This means, on the contrary, that the gap between North Korea’s and the US’s recognition as to the issue of denuclearization of the Korean Peninsula hasn’t been narrowed in the negotiation process. A fundamental reason for the failure of denuclearization negotiations between North Korea and the United States lies in the different assertions about denuclearization principles, process and methods. On the other hand, variables affecting the denuclearization talks are identified as US-China competition and ROK-US alliance. North Korea-US denuclearization summits were held as the competition between the United States and China was in full swing, so some proxy war characteristics were reflected on the talks and as a result, there are limits to obtaining good results. ROK-US alliance faced dilemmas because the United States revealed double point of view on the alliance and North Korea asserted its dissolution. In this situation, Korea has to prepare for strategic choices amid three challenges such as North Korean nuclear issue, US-China rivalry and uncertainty of Korea-US alliance. First of all, Korea should try to find out strategies on the basis of national interest. In order to fulfil this goal, Korea-US alliance should be turned into an alliance focused on future values, Korea and the United States should strengthen their cooperation to remove some uncertain aspects of the alliance and Korea has to build up an autonomous domain in US-China competition.
