국문 초록

본 논문은 북한비핵화문제의 기본 특징과 한반도평화전략에 관한 것이다. 북한비핵화문제는 한반도 및 동북아 나아가 세계평화질서의 구축을 위해 반드시 해결되어야 할 시급한 국제문제이다. 북한비핵화문제의해결 없이는 그 어떤 남북한관계의 진전은 불가하다고 생각한다. 북한비핵화문제의 기본 특징을 살펴보면 첫째, 북한비핵화문제는 북한정권의 대남모험주의의 발로라고 하는 사실이다. 둘째, 북한비핵화문제는북한정권의 실체적 진실을 표출하는 것이다. 셋째, 북한비핵화문제는북한체제의 변화가 없이는 해결이 절대 불가하다는 사실이다. 이를 기초로 하여 한반도평화전략을 살펴보면 첫째, 북한비핵화문제는 협상을통한 타협의 대상이 아니라고 하는 사실이다. 둘째, 이의 해결을 위해서는 한미공조 및 국제사회와의 협력체제를 공고히 구축하여 대북 압박및 봉쇄정책을 강화시켜야 한다는 것이다. 셋째, 인권문제와 연계해서이 문제의 해결에 단호하게 나가야 한다. 마지막으로 자유와 인권과 같은 보편적 가치와 민주주의와 같은 보편적 제도에 기초한 원칙 있는 대북정책과 통일전략을 구사해야 한다는 점이다. 북한비핵화문제가 지니고 있는 이러한 점을 명심하여 중심있는 대북 자세를 견지해야 한다.

영문 초록

This paper is about the basic characteristics of the North Korean denuclearization issue and the Korean Peninsula peace strategy. The North Korean denuclearization issue is an urgent international issue that must be resolved in order to establish a peace order on the Korean Peninsula, Northeast Asia and beyond. I think no progress in inter-Korean relations is possible without the resolution of the North Korean denuclearization issue. Looking at the basic characteristics of the North Korean denuclearization issue, the first is that the North Korean denuclearization issue is the North Korean regime's initiative against the South. Second, the issue of North Korea's denuclearization is to express the real truth of the North Korean regime. Third, the problem of denuclearizing North Korea is that it is impossible to solve without changes in the North Korean system. Based on this, if we look at the Korean Peninsula peace strategy, the first is that the North Korean denuclearization issue is not subject to compromise through negotiations. Second, the government should strengthen its policy of pressure and containment on North Korea by firmly establishing a cooperative system with the U.S. and the international community. Third, we should take a firm approach to resolving this issue in connection with the human rights issue. Finally, we should use principled North Korea policies and unification strategies based on universal values such as freedom and human rights and universal systems such as democracy. We should keep this in mind that the North Korean denuclearization issue has in mind and maintain a central attitude toward the North.
