노동신문을 통해 본 북한의 보건안보 대응태세

국문 초록

전 세계적으로 COVID-19가 확산하면서 북한도 새로운 보건안보의위협에 직면해있다. 본고는 북한 노동당의 공식 기관지인 노동신문에보도된 코로나 기사의 주제와 내용 분석을 통해 북한의 전염병 확산 실태와 대응책을 파악하고자 한다. 2020년 1월 22일 첫 보도를 시작으로 2021년 1월 31일까지 1년간 2,315건의 보도에 대한 텍스트 마이닝과 내용 분석의 결과는 다음과 같다. 첫째 ‘코로나 비루스’ 관련 기사는 역대 감염병의 비공개적 보도행태와 달리 일일 6.3건을 다룰 정도로 매우 상세히 다루고 있었다. 둘째 국제면인 6면을 통해 해외 감염사례를 상세히 보도하여 코로나 발병은 자국의 탓이 아니며 전 세계적인현상으로 주민들이 인식하도록 유도하고 있었다. 셋째 ‘의진자’와 격리자는 있으나 확진자는 없다고 밝히는 등 보도의 폐쇄성과 비공개성을원칙으로 하여 감염상황을 구체적으로 밝히지 않았다. 주제 분석의 결과 북한 당국의 대응책은 예방을 당부하는 자국민 위생선전활동과 철저한 봉쇄원칙이었다. 국제적 차원에서 항공기 운항금지, 국경·해상 차단의 대응책이 있으며 국내적 차원에서는 위생홍보를 기본으로 하면서 타지역으로의 이동금지 조치 차단 등이 핵심정책이었다. 북한 보건당국의예방의학을 기초로 한 주체의학은 사전차단과 통제만이 유일한 전염병대책으로 코로나 확산을 막는데 한계가 노정되었다.

영문 초록

North Korea faces a threat of new health security as corona virus spreads around the world. This study aims to find out the response posture of North Korea to cope with infectious diseases through analysis of Corona related articles in the Rodong Newspaper. The characteristics of the results of text mining and content analysis for 2,315 reports for about one year from the first report on January 22, 2020 to January 31, 2021 are as follows. First, Corona Virus articles were in so detail that they covered 6.3 cases every day. Second, the international side of the 6th page reported the cases of overseas infection in detail, and the outbreak of corona was not caused by the country, but was induced by residents to recognize it as a global phenomenon. Third, there are suspects and quarantiners, but there are no confirmed cases, and the number of infections was not disclosed in principle, based on the closure and non-disclosure of the report. Through the topic analysis(LDA), the response posture was the principle of hygiene propaganda and thorough blockade of the people who called for prevention. There are countermeasures against the prohibition of aircraft operation, border blocking and shooting orders at the international level, and there are countermeasures such as prohibition of movement to other regions based on hygiene promotion at the domestic level. The only preventive measures against infectious diseases, such as pre-blocking and control, are limited in Juche medicine based on preventive medicine.
