국문 초록

본 연구의 목적은 한국전쟁에서 유엔군 개입의 근거와 역할의 변화를 살펴보려는 것이다. 한국전쟁은 아직 ‘끝나지 않은 전쟁’으로 민족분단사에 치유할 수 없는 상처를 남긴 대사건이다. 한국전쟁에서 유엔군은 최초의 집단안보체제로 작동하며, 전쟁의 당사자이며 협상자로 역할을 수행하였다. 한국전쟁이 발발하자 미국은 적극적으로 개입을 시도하였다. 미국은 북한의 기습남침에 대해 ‘북한을 침략자’로 규정하고 ‘원상회복’을 위한 유엔 안보리 결의안을 통과시켰다. 이로써 한국전쟁은내전에서 국제전으로 성격이 변화하였다. 미국은 유엔의 집단안보체제를 활용하여 유엔군을 형성하고, 이를 통한 해결을 최초로 시도한 것이다. 이렇게 형성된 유엔군의 개입의 근거는 유엔 헌장에 근거하고 있으며, 제6장과 제7장에 명시된 평화적 수단과 군사적 수단의 분쟁해결방안이 적용된 것이다. 한국전쟁에서 유엔군은 전선의 상황에 따른 역할변화를 경험한다. 인천상륙작전의 성공으로 38선을 넘어서는 상황과중국군의 참여로 인해 전선에서 후퇴하는 과정에서 유엔군은 역할 변화를 경험하고 있는 것이다. 이 과정에서 유엔은 새로운 전쟁과 협상을 해야 했으며, 이 과정에서 한국전쟁이 결국 종결 없는 전쟁(정전협정) 으로 귀결되었다. 한국전쟁에 있어 유엔군은 전쟁에서 완전한 승리를가져다주지는 못했지만, 평화를 파괴하는 전쟁을 방지하는 유용한 수단이라는 것이 증명되었다. 현재 한국사회가 누리는 평화와 안정은 유엔군이라는 최초의 다국적군의 희생을 바탕하고 있다. 이는 한국의 미래지향 가치를 유엔이 추구하는 목적과 이상에 부합되는 방향에서 설정되어야 할 것임을 보여 주는 것이다. 국제평화와 안전을 위해 공헌할 수있는 한국의 역할을 설정하고 수행해야 할 것이다.

영문 초록

This study aims at exploring the grounds for UN intervention in the Korean War and its role changes. The Korean War as‘a still unfinished war’is a salient event that has left an incurable stigma on the history of the divided nation. UN played the role of both belligerent and negotiator in the war operating under the first collective security system. When the Korean War broke out, the United States of America tried to intervene promptly. The US passed a UN Security Council resolution to‘restore the original state’after ruling‘North Korea as an aggressor’for its surprise invasion on South Korea. With this, the Korean War as a civil war turned into an international warfare. The US formed UN forces using the collective security system and attempted to solve the problem with it for the first time. The UN forces thus formed was based on the Charter of the United Nations, and peaceful means and military conflict solution measures stipulated on Chapter VI : Pacific Settlement of Disputes and Chapter VII : Action with respect to Threats to the Peace, Breaches of the Peace, and Acts of Aggression respectively were applied. In the Korean War, the UN forces experienced their role changes depending on the frontline situations. The UN forces went through the success of the Battle of Inchon(Operation Chromite) leading the allied forces to cross the 38 parallel and then, the participation of Chinese troops forcing them to retreat from the front. In thess courses, UN had to negotiate under the new war and the Korean War finally resulted in a military armistice without termination. In the Korean War, United Nations Command did not win a complete victory but proved itself an effective measure to defend peace against the war. The peace and stability the Korean society enjoys is based on the sacrifice of the first international unified forces in history. Thus, future-oriented values of the Republic of Korea have to be constructed in compliance with the purposes and ideals UN pursues. The roles of Korea to contribute to world peace and security should be established and performed.
