국문 초록

본 논문은 한반도평화체제 구축문제와 평화협정문제 간의 상관성에관한 내용이다. 이 주제를 논의하기 위해 우선 2장에서 평화, 평화체제및 평화협정의 개념과 성격에 대해 설명하였고 3장에서는 평화협정 체결문제를 한반도평화체제 문제와 연계시켜 추진할 때 유의해야 할 점을지적하였다. 첫째는 현 단계에서 평화협정 체결은 시급한 남북한 간의현안이 아니다는 점이다. 전제적 독재정권인 북한정권이 정권적 폭력으로 인민의 인권을 유린하고 대남적화노선에 의거해 핵무기를 보유하고있는 상황에서 평화협정 체결은 득보다는 재앙을 초래할 수 있다고 생각한다. 둘째는 평화협정 체결에 있어서 명심해야 할 점은 확고한 평화의지를 지녀야 한다는 점이다. 자유와 인권과 같은 보편적 가치와 이러한 가치에 의거한 보편적 제도인 민주주의를 기초로 하여 성립되는 평화의 본질을 현실에서 적극적으로 실천하겠다는 의지가 바로 평화의지이다. 나아가 평화의지는 정권의 전략적 포석이 아니라 민족공동체 전체의 이익을 위한다는 확고한 의지를 말한다. 마지막으로 평화협정 체결문제를 한반도 평화체제 구축문제와 연계시켜 추진할 때 유념할 점은 환상적이고 감상적인 대북인식과 통일인식에서 벗어나야 한다는 것이다.

영문 초록

This paper is about the correlation between the issue of establishing a peace regime on the Korean Peninsula and the issue of a peace agreement. To discuss this topic, Chapter 2 first explained the concept and nature of peace, peace regime, and peace treaty, and Chapter 3 pointed out the importance of linking the issue to the issue of peace on the Korean Peninsula. First, at this stage, the signing of a peace agreement is not an urgent issue between the two Koreas. I think that the signing of a peace treaty could lead to disaster rather than benefit in a situation where the North Korean regime, which is a desperate dictatorship, violates the human rights of the people through regime violence and possesses nuclear weapons based on the route toward South Korea. The second thing to keep in mind is that we must have a firm will for peace when signing a peace treaty. It is the will of peace that will actively practice the essence of peace based on universal values such as freedom and human rights and democracy, a universal system based on these values. Furthermore, the will for peace is not a strategic stepping stone for the regime, but a firm will for the benefit of the entire national community. Lastly, it is important to note that the issue of concluding a peace treaty should be linked to the issue of establishing a peace regime on the Korean Peninsula and not having a fantastic and sentimental perception of North Korea and unification.
