종전선언의 성립조건과 우리의 대응전략

국문 초록

본 논문은 정전협정의 성립조건과 우리의 대응전략에 관한 것이다. 현재의 문재인 좌파정권이 등장한 후 줄기차게 종전선언과 평화협정 체결을 강조하고 있다. 과연 종전선언은 현실성을 가지는 선언일까? 실질적으로 종전선언은 한반도평화체제 구축에 긍정적 기여를 할 것인가? 이러한 의문에 대한 답을 통해 우리의 대응전략을 모색하는 것이 본 논문의 연구목적이다. 이를 파악하기 위해서는 현 단계 한반도의 안보지형에 대해 객관적으로 규명할 필요가 있다. 현 단계 한반도의 안보지형의 특성은 첫째, 북한의 전제독재체제가 지속하고 있다는 점이고 둘째, 북한정권이 핵무기로 무장하고 있다는 점이고 셋째, 북한정권의 적극적후원세력인 중국 공산당 독재정권이 엄존하고 있다는 점이다. 이를 기초로 하여 종전선언의 성립조건을 지적하면 첫째, 남북한 간의 신뢰구축이 우선적이고 둘째, 북한비핵화문제의 완전한 해결이고 셋째, 북한체제의 민주화로의 변화를 들 수 있다. 이를 기초로 하여 종전선언에대한 우리의 대응전략을 살펴보면 첫째, 종전선언의 체결은 결코 현 단계에서 볼 때 서둘 필요가 없다는 것이다. 둘째, 평화가치에 대한 공감대를 형성해야 하고 셋째, 한미공조체제를 강화해야 한다는 점이다.

영문 초록

This paper is about the conditions for the establishment of the armistice agreement and our response strategy. After the emergence of the current Moon Jae In leftist regime, it has consistently emphasized the declaration of the end of the war and the conclusion of a peace agreement. Is the declaration of war a realistic declaration? Will the declaration of the end of the war actually contribute positively to the establishment of a peace regime on the Korean Peninsula? The purpose of this paper is to seek our response strategy through answers to these questions. In order to understand this, it is necessary to objectively investigate the security topography of the Korean Peninsula at this stage. The characteristics of the security landscape of the Korean Peninsula at this stage are that North Korea’s dictatorship continues, second, the North Korean regime is armed with nuclear weapons, and third, the Chinese Communist Party dictatorship, which is an active supporter of the North Korean regime, exists. Pointing out the conditions for the establishment of the end-of-war declaration based on this, first, the establishment of trust between the two Koreas is a priority, second, a complete resolution of the North Korean denuclearization problem, and third, a change to democratization of the North Korean system. Based on this, looking at our response strategy to the declaration of war, first, the conclusion of the declaration of war is never necessary at this stage. Second, a consensus on peace value should be formed, and third, the Korea-U.S. cooperation system should be strengthened.
