국문 초록

본 논문은 종전선언에 대한 남북한의 입장분석과 향후과제를 분석한것이다. 북한은 오랫동안 북미평화협정체결을 주장해오다 판문점선언이후 평화협정과 종전선언을 동시에 요구하고 있다. 10·4남북공동선언에서 처음 언급된 종전선언은 노무현 정부기에 적지 않은 논의가 이루어졌고 문재인 정부에서는 한반도 평화프로세스와 항구적 평화체제를 위한 비핵화 입구론으로 강조해왔다. 우리사회는 종전선언을 기회로 보거나 위기로 보는 양 입장이 있다. 향후 우리는 단·중·장기적으로 단계적으로 신중히 그러면서도 착실히 한반도 종전선언·평화체제를 모색·추진해 나가야 할 것이다. 튼튼한 외교·안보적 토대 위에서 북한의 비핵화와 한반도의 항구적 평화정착을 모색·추진해 나가야 할 것이다. 국가안보전략 수립과 국제법적 이해차원에서도 국민 다수의 지혜와 역량의 결집 등 충분한 대비가 요구된다.

영문 초록

This paper is to analyze the position of the two Koreas on the declaration of the end of the war and analyzes future tasks. North Korea has long insisted on the conclusion of a North Korea-U.S. peace treaty, but has demanded a peace treaty and an end-of-war declaration at the same time since the Panmunjom Declaration. The declaration of an end to the war, first mentioned in the October 4 Inter-Korean Joint Declaration, was discussed a lot during the Roh Moo-hyun administration, and under the Moon Jae-in administration, it has been emphasized as an entrance to denuclearization for a peace process on the Korean Peninsula and a permanent peace regime. Our society has both views of the declaration of an end to the war as an opportunity or a crisis. Going forward, we will have to seek and promote a declaration of an end to the Korean War and a peace regime on the Korean Peninsula, step by step, carefully and steadily in the short-term, medium-term, and long-term. The ROK government should seek and promote the denuclearization of North Korea and the establishment of permanent peace on the Korean Peninsula on a solid diplomatic and security basis. In terms of establishing a national security strategy and understanding international law, sufficient preparation is also required, including the gathering of wisdom and capabilities of the majority of the people.
