독도 영유권 문제에 대한 한·일 양국의 기본적인 입장에 관한 고찰

국문 초록

본 논문에서는 1953년부터 1965년까지 벌어진 양국 정부의 외교문서에 의한 논쟁에서 역사적인 근거만을 대상으로 무엇이 쟁점인지에 대해 고찰해보고 쟁점의 변용에 대해 살펴보고자 한 것이다. 한일 양국 정부의 견해는 상세한 자료와 고증을 들어 독도에 대한 자국의 영유권을 주장함과 동시에 상대방의 주장을 부정하고 있으며, 현재까지도 이러한 입장을 견지하고 있다. 이와 같은 양국의 독도 영유권 관련 주장에 관해서는 지금까지 단편적으로 시사되기는 했지만, 이를 체계적으로 분석한 것은 없다. 따라서 양국 주장의 근원이라고 할 수 있는 1953년부터 1965년까지의 교환공문에 대한 분석을 통해 독도영유권 관련 주장의 논점과 변용을 검토할 필요가 있다. 특히 한국에서는 일본의 독도 영토 편입조치를 한반도에 대한 일본 제국주의의 침략과정의 일환에서 이루어진 일로 보고 있으며, 일본은 한국강점과 독도영토 편입을 전혀 별개의 사안으로 보고 있다. 따라서 독도 문제를 보는 기본적인 역사 인식에서부터 한일 간에는 메꿀 수 없는 간극이 존재한다. 이와 같이 독도 문제와 관련해서 한국과 일본은 서로 다른 시점에 서 있으며, 이러한 아포리아를 해결할 수 있을 단초는 좀처럼 보이지 않는다. 이러한 모순적인 구조를 타파하기 위해서는 우리의 주장이 제3자에게도 합리적인 주장으로 비칠 수 있도록 노력할 필요가 있으므로 우리 주장의 문제점에 대한 자체적인 연구가 필요하다.

영문 초록

In this thesis, the purpose of this thesis is to examine what was the issue in the dispute over diplomatic documents between the two governments from 1953 to 1965 based on historical evidence only, and to examine the transformation of the issue. The views of the two governments of Korea and Japan are that they claim their sovereignty over Dokdo based on detailed data and historical evidence, and at the same time deny the other side's claim, and they continue to hold this position to this day. These two countries' claims related to Dokdo's sovereignty over Dokdo have been suggested piecemeal so far, but they have not been systematically analyzed. Therefore, it is necessary to examine the arguments and variations of the claims related to Dokdo territorial sovereignty through the analysis of the exchange official documents from 1953 to 1965, which can be said to be the source of the claim between the two countries. In particular, Korea views Japan's territorial annexation of Dokdo as part of the Japanese imperialist aggression process on the Korean Peninsula, and Japan views Korea's annexation of Dokdo as a completely separate matter. Therefore, there is an insurmountable gap between Korea and Japan from the basic historical perception of the Dokdo issue. As such, Korea and Japan are standing at different points of view in relation to the Dokdo issue, and it is hard to see a stepping stone for resolving this aporia. In order to break this contradictory structure, it is necessary to make an effort to make our argument appear as a reasonable argument to a third party.
