일본 학습지도요령 개정과 현행 중학교 역사교과서의 독도 관련 서술 분석

국문 초록

일본에서 2017년에 공표된 중학교 학습지도요령 개정 초안에는 모든 사회과 과목에서 ‘독도(다케시마)’를 다루도록 지시하는 내용이 포함되었다. 명문화된 법적 구속력을 지니는 학습지도요령에서 독도 교수가 지시된 것은 처음이다. 한국 측의 항의에도 불구하고 개정 초안의 독도 관련 내용이 그대로 포함된 채 학습지도요령의 개정이 확정되었다. 해당 학습지도요령 체제에서 새롭게 집필 및 검정 통과된 교과서가 2021학년도부터 학교 현장에서 사용되기 시작하였다. 이에 본 연구에서는 학습지도요령의 개정 양상을 확인하고, 그에 따른 중학교 <역사적 분야> 교과서의 서술 변화를 분석하였다. 특히, 일본 정부의 공식 입장인 외무성의 홍보 문서(“다케시마 문제에 관한 10개의 포인트”) 내용이 교과서에 어느 정도 반영되었는지를 주목하였다. 분석 결과, 검정 통과된 역사교과서는 독도 관련 서술에서 다음과 같은 경향을 보였다. 첫째, 서술 분량이 증가하였다. 둘째, 일본 측 근거의 종류가 증가하였다. 셋째, 일본 측 주장을 뒷받침하기 위한 ‘역사적 근거’를 제시하였다. 넷째, 한국 측 주장을 반박하기 위한 근거는 제시되지 않았다. 대다수의 역사교과서가 일본 외무성의 억지 주장을 무비판적으로 수용·게재하고 있었다. 일본은 독도에 관한 자국 입장의 교수를 지속적으로 꾀하고 있으며, 학습지도요령의 개정을 통해 교수에 대한 ‘법적 근거’를 확보하고 있다. 우리 교과서도 독도에 관한 역사적 근거를 제시하려는 노력을 지속하면서, 학교 현장의 독도 교육을 개선해 나가야 할 것이다.

영문 초록

The revised draft of middle school course of study(学習指導要領, the Japanese national curriculum) published in Japan in 2017 included instructions to deal with ‘Dokdo(Takeshima)’ in all social studies subjects. It was the first time that teaching Dokdo was instructed in a stipulated legally binding instructional guideline. Despite remonstrances from the Republic of Korea, the revision of the course of study was confirmed, and it still included the contents related to Dokdo, just like the first revised draft they published. Textbooks that have been newly written and approved under the system of revised course of study have started to be used in schools from the 2021 school year. Accordingly, this study examined the revised version of the course of study, and analyzed the changes in narratives of the middle school 《Historical Field》 textbooks. In particular, this study paid attention to what extent the contents of the public relations document published by the Ministry of Foreign Affairs (“10 Points to Understand the Takeshima Dispute”), the official stance of the Japanese government, were reflected in the textbook. As a result of the analysis, the newly approved Japanese middle school history textbooks showed the following narrative tendencies when describing Dokdo. First, the amount of narrative regarding Dokdo has increased. Second, the types of evidence selected from the contents of the public relations document published by the Ministry of Foreign Affairs have increased. Third, ‘historical evidence’ was presented to support the Japanese side's argument. Fourth, no evidence was presented to refute the Korean side's argument. There were some textbooks that deviated from aforementioned narrative tendencies, such as the textbooks from Manabisha(学び舎) and Yamakawa Publishing Company(山川出版社), for certain. However, it is undoubtful that the majority of the Japanese history textbooks are uncritically accepting and publishing the deterrence of the Ministry of Foreign Affairs. Japan continues to seek methods to teach its own stance on Dokdo, and now, has even secured a legal basis for teaching through the revision of the course of study. It is essential to keep making efforts to present historical evidence in our textbooks and to examine ways to improve our school curriculum regarding Dokdo.
