국문 초록

중국의 부상과 함께 동북아의 안보환경이 급변하고 있다. 중국은 경제적, 정치적 레버리지를 바탕으로 자국의 영향력을 확대하기 위해 적극 노력하고 있으며 미국 중심의 안보구조가 구축되는 것을 방지하기 위해 노력하고 있다. 미국 역시 아시아 재균형 전략을 천명하며, 자국의 리더십을 유지하기 위해 보다 적극적인 정책을 추진하고 있다. 한국이 주목해야 할 것은 미국의 아시아 태평양 지역에 대한 안보전략이 중국에 초점을 맞춰 변화한다면, 이러한 과정과 결과는 한국의 안보에 직접적인 영향을 미칠 수밖에 없다는 점이다. 미국의 안보전략, 그리고 미중관계의 변화가 한국의 전략적 이익과도 무관하지 않다는 것이다. 즉 중국의 부상과 미국의 상대적 쇠퇴가 계속되면서 미중관계가 지속적으로 경색되어 간다면 이 과정에서 한국이 선택할 수 있는 선택지는 그리 많지 않다. 따라서 본 논문의 목적은 현재 진행 중인 미중관계의 특성과 양국의 전략, 그리고 미중관계의 변화가 동북아 안보환경에 미칠 영향을 분석하여 한국의 전략적 선택방향을 제시하는데 있다.

영문 초록

This paper analyzes a possibile US-China hegemonic rivalry in the region and what kind of choices South Korea will have in the new security environment. The rise of China has brought ra pid changes to the security environment of Northeast Asia. With economic and political leverages, China currently tries very hard to expand its influence and prevent the creation of US led new security structure in the region. The US also takes bolder steps to hold its leadership as the Asia pivot strategy indicates. South Korea should recognize that if the American security strategies for Asia and the Pacific region change according to China, those processes and their outcomes will have inevitable direct impacts on its security. Changes to the American security strategies and the US-China relationships certainly have something to do with the strategic interests of South Korea. That is, if the US-China relationships grow increasingly rigid due to the rise of China an d the relative decline of the United States, South Korea will be left with only a small number of options for its diplomatic strate gies in the process. This paper thus set out to analyze the effe cts of current US-China relational characteristics, strategies of both the nations, and changes to their relations on the security environment of Northeast Asia and propose strategic directions f or South Korea to choose.
