분배정의에 관한 동아시아 국가 내 갈등 상황과 복지모델 특징 분석

국문 초록

동아시아 3국-한국, 일본, 중국-은 20세기 후반부터 급격한 산업화를 통해 놀라운 경제성장을 이루었다. 하지만 눈부신 성장 뒤에는 사회적 양극화와 빈부격차 심화와 같은 폐해들이 남게 되었고 이러한 문제는 3국의 대내적인 갈등을 악화시키고 있다. 분배 문제를 둘러싼 동아시아 3국의 갈등 양상은 유사한 것처럼 보이지만 각국의 역사적·정치적·경제적 배경에 따라 근본적인 차이가 존재하며 이에 따라 분배정의 실현 수준과 복지모델에도 많은 차이가 나타나고 있다. 동아시아 3국을 비교 분석한 결과, 일본이 복지 선진국에 가장 근접해 있으며, 중국은 아직 복지국가라고 부르기 어려운 수준에 머물러 있다고 볼 수 있다. 한국은 그 사이에 놓여 있으며 복지 선진국으로 가기 위해 보다 적극적인 노력들이 요구되는 상황이다. 복지국가의 최상위 가치가 분배정의 실현에 있다고 볼 때, 현재 동아시아 3국이 직면하고 있는 문제는 더 이상 소극적인 복지모델로는 대응하기 어려울 것이며, 3국의 공동번영을 위해 앞으로 보다 다양하고 활발한 연구가 필요할 것으로 생각된다.

영문 초록

After the late 20th Century, three states in East Asia-Korea, Japan, China-achieved spectacular economic growth through rapid industrialization. But it remained dark side like the social polarization and the gap between rich and poor behind bright side of economic development. And This problems aggravate internal conflict of three states. It looks similar that conflict aspects of three states over problems of distributive justice but it is basically different depend on historical, political, economical background of three states, and according to, they are quite distinct from each other in a level of realization of distributive justice and welfare model. Based on comparative analysis of three states, Japan approaches to developed welfare states and China stays the lowest level. A level of Korea is between the two states and it needs more positive efforts to be developed welfare states. In view of the fact that the highest value of welfare state is the realization of distributive justice, the passive welfare models can’t cope with this situation that three states in East Asia are facing. Consequently diverse and vibrant researches are required in the future to co-prosperity of three states in East Asia.
