주택청약제도의 문제점 및 개선방안에 대한 연구

국문 초록

본 연구는 기존 주택청약제도의 문제점을 도출하고 개선방안을 제시하였다. 첫 번째 문제점으로는 시장 환경을 반영하여 일반 공급기준을 개선하지 않고 특별공급을 통해서 해결하고자 하여 특별공급의 비중이 과도하게 증가한 부분을 제시하였다. 다음으로 특별공급의 항목 내에서 무주택자와 생애최초주택구입자, 신혼부부와 생애최초 주택구입 등에서 중복성의 문제가 발생한 점을 제시하였다. 마지막으로 공공분양주택의 일반 공급기준의 경우 40㎡를 기준으로 차등화 된 기준 등이 현재 거주현황을 고려할 때 적합하지 않다는 점도 제시하였다. 개선방안으로는 청약가점제 적용기준에서 고령층에 유리한 기준을 조정하고 청년층에게 적합한 기준을 추가하는 방안과 공공분양주택의 일반 공급에서 기존 40㎡으로 차등화 되어 있는 기준을 시장현황을 고려하여 60m2로 조정하는 방안을 제시하였다. 마지막으로 특별공급제도의 개선방안으로는 중복성이 있는 생애최초와 신혼부부항목을 일반 공급 내에서 별도의 항목으로 추가하거나 일반 공급 기준에 생애최초와 신혼부부 여부를 포함시키는 방안 등을 제시하였다.

영문 초록

This study deduced the problems of the existing housing subscription system and suggested improvement measures. The first problem was that the proportion of special supply was excessively increased to solve the problem through special supply rather than reflecting general supply standards according to the market environment. Next, within the items of special supply, problems of redundancy such as homeless people, first-time homebuyers, newlyweds, and first-time homebuyers were presented. Third, in the case of general supply of public housing, it was suggested that the differentiated standard based on 40㎡ is not suitable considering the current living conditions. As an improvement plan, first, a method to adjust the housing subscription price point system favorable to the elderly and add a standard suitable for the younger generation was suggested. Next, a plan was proposed to adjust the standard differentiated from 40m2 to 60m2 in consideration of the market situation in the general supply of public housing units. Finally, as a way to improve the special supply system, it was proposed to add the items of first-time homebuyers and newlyweds, which have overlap, as separate items within the general supply, or to include the first-time homebuyers and newlyweds in the general supply standard.
