무역기술장벽 대응을 통한 한국 출판물 수출 확대 방안

국문 초록

연구목적: 출판시장이 전 세계로 확장되면서 외국(수입국)의 법과 제도가 한국 출판물 완제품 수출을 제한하는 TBT(무역기술장벽, Technical Barriers to Trade)로 작용하게 되었다. 본 연구는 출판물 TBT의 무역효과를 실증분석하고 한국 출판물 수출을 확대하기 위해 이를 해소할 수 있는 방안을 제시한다. 논문구성/논리: 먼저 한국 출판물 수출정책을 간략히 알아보고, TBT 해소의 측면에서 부족한 점이 무엇인지 도출하였다. 이후 일반 서적과 어린이 그림책에 적용되는 TBT가 어떠한 것이 있는지 살펴보았다. 본 연구는 실증분석을 위해 2010년부터 2019년까지 전 세계 출판물 수출입에 대한 패널 데이터를 구축하였고, PPML을 사용하여 TBT의 무역효과를 추정하였다. 마지막으로 실증분석 결과를 바탕으로 한국의 출판물 수출 확대 전략을 제시하였다. 결과: 실증분석을 통해 잔류 허용 및 제한, 라벨링 및 표시 요건, 상품 품질 혹은 성과에 대한 요건, 적합성 평가에 관한 규정이 출판물 수출을 제한하는 효과를 가짐을 보였다. 실증분석 결과에 기초하여 본 연구는 한국 출판물 수출 확대를 위하여 (1) 출판문화산업 진흥계획에 TBT 대응에 관한 내용 추가, (2) 정보채널 확대를 통한 출판물 TBT 정보 회득, (3) 출판문화산업 관련 기관과 TBT 관련 기관의 협업 강화, (4) 출판물 TBT에 대한 WTO TBT 위원회 특정무역현안 제기, (5) 무역촉진효과가 있는 TBT 활용, (6) 출판문화산업 관계자에 대한 TBT 지원 홍보를 제시하였다. 독창성/가치: 본 연구는 연구가 미진하였던 출판물 TBT를 조사하고, TBT가 출판물 무역에 미치는 영향을 실증분석하였다는 점에서 독창성이 있다. 또한 실증분석 결과를 바탕으로 출판물 TBT를 해소하여 한국 출판물의 수출을 확대하기 위한 방안을 논의한 의의가 있다. 이를 통해 본 연구는 한국의 출판문화산업의 성장에 기여하고자 하였다.

영문 초록

Purpose: The laws and regulations of importing countries have an impact on the Korean publishing industry, and can serve as Technical Barriers to Trade (TBT) when Korean publications are being exported. This study empirically analyzes the trade effects of TBT on publications and provides strategies to promote the export of Korean publications by alleviating the trade restriction effects of TBT. Composition/Logic: This study briefly investigates Korean government policies to promote export of Korean publications, and elucidates the shortcomings of such policies to cope with TBT. Additionally, the study introduces the TBT measures of WTO members on general printed and children’s picture books. The study also builds up panel data of world publications trade from 2010 to 2019, and estimates the trade effects of TBT using PPML. Findings: This study demonstrates that the following TBT measures have trade restriction effects: (1) tolerance limits for residues and restricted use of substances, (2) labeling, marking, and packaging requirements, (3) product-quality or performance requirement, and (4) conformity assessment related to TBT. Based on the results of the empirical analysis, this study suggests (1) adding TBT strategies in the Publishing Industry Promotion Plan, (2) obtaining TBT information by expanding various information channels, (3) strengthening cooperation between publishing industry-related and TBT-related institutions, (4) raising Specific Trade Concerns in the WTO TBT committee, (5) utilizing TBT that have trade promoting effects, and (6) publicizing TBT support policies to publishing industry participants. Originality/Value: This study has its originality in that it examines TBT measures on publications trade, which has not been studied before, and empirically analyzes the effect of TBT on publications trade. In addition, based on the empirical analysis results, this study is meaningful to discuss policies to expand the export of Korean publications by resolving such TBT. Correspondingly, this study intends to contribute to the growth of the Korean publishing industry.
