국문 초록

본고는 19세기 미국에서 백신, 의료, 그리고 복권의 관계를 분석한다. 식민지 시기 영국으로부터 들어온 복권은 그 사회적 해악에 대한 논의에도 불구하고 초기 공화국 시기 미국사회에서 여가를 위한 대중적 게임으로 자리 잡았다. 한편, 주정부 및 연방정부가 아직 재정적으로 성장하지 못했던 이 시기 복권은 다리, 공공기관, 학교, 도로 등을 포괄하는 다양한 공공재 건설의 재원을 마련하기 위한 수단으로도 널리 이용되었다. 메릴랜드의 우두접종의사 제임스 스미스가 주정부가 지원하는 백신 기관을 설립할 것을 제안했을 때, 메릴랜드 주정부는 직접 재정지원을 하는 대신 스미스 의사에게 복권 판매를 통해 3만 달러 상당의 재원을 조달할 권리를 승인해 주었다. 스미스의 백신 기관 복권을 중심으로 본고는 19세기 초 백신 복권이 어떻게 만들어지고 판매되었는지를 분석하고 이러한 과정에서 개인과 공공의 이익이 어떻게 중첩되었는지를 논의한다. 더 나아가 본고에서는 19세기 미국에서 백신 기관뿐만 아니라 의과대학, 병원, 보건국과 같은 의료공공재 마련에 복권이 널리 이용되었음을 밝힌다.

영문 초록

This article explores the historical relationship between medicine and lotteries by examining the Maryland vaccination institution lottery of 1811 and other medicine-related lotteries. Adopted from Britain early in the colonial era, the lottery enjoyed popularity as a recreational game in American society into the early republic despite controversy over its harmful social impact. In years when state and federal governments were financially weak, lotteries were utilized to fundraise for public goods, including bridges, public offices, schools, roads, and streets. Medicine was no exception. When a Maryland vaccinator, James Smith, proposed that the state establish a vaccine institution along with financial support, the Maryland state government, instead of providing direct financial support, authorized Smith to fundraise up to $30,000 for the institute by selling lottery tickets. Taking Smith’s Vaccine Institution lottery as a historical case study, this article examines in detail how the early vaccine lottery was practiced and discusses how private and public interests overlapped in promoting lottery purchases. In highlighting further examples of lotteries utilized for public medical institutions such as medical colleges, hospitals, and even the board of health, this study argues that lotteries continued to make financial contributions to the institutional development of medicine throughout the nineteenth century in the United States.
