국문 초록

우리나라는 인구사회구조의 변화를 겪고 있으며, 그 중 대표적인 변화는 1인 가구의 급증이다. 우리나라는 오랫동안 대가족제도였지만, 산업화시대를 거치면서 핵가족화되었고, 또 급격하게 변화하는 정보화시대를 맞아 1인 가구 시대로 접어들고 있다. 현재 우리의 주택시장에 있어서 소형주택의 물량이 부족할 뿐만 아니라 소형주택 시장에서의 준주거 주택과 비주거용 주택 등으로 인해 주거환경 등이 열악한 실정이고, 1, 2인 가구의 대부분이 저소득층인 것도 낮은 주거 안정성의 원인이다. 최근 1, 2인 가구, 고령 가구가 증가함에 따라 소형임대주택에 대한 수요가 증가하고 있음에도, 국내 대형건설사는 소형주택 공급시 사업성이 저하된다는 이유로 중･대형 면적의 주택공급에 몰두하는 실정이다. 이 글의 연구목적은, 1, 2인 가구에 대한 선행연구를 통해 1, 2인 가구의 현황, 특성 그리고 해외사례 등을 분석하여 현재 국내에서 시행 중인 제도와 법령 개선 및 국내 민간 건설사의 소형주택 상품 개발을 통해 공급량과 더불어 주거환경을 높이는 민간 건설사의 양질의 소형주택 공급을 위한 방안을 제시하고, 1인 가구 증가에 따른 1인 가구의 주거복지를 향상시킬 수 있는 입법론의 도출 그리고 저출산･고령화로 인해서 1, 2인 가구 증가에 따른 소규모가구를 위한 주거복지법제의 바른 길 모색, 등이다. 현재의 인구구조변화와 소규모가구의 증가는 앞으로 가속될 것이 분명하다. 이에 소규모가구에 적합한 주택의 개념 및 유형, 기준 등 전반적인 구조를 바꾸는 법률개정 검토에 착수해야 할 것이며, 나아가 지역별로 인구구조나 가구특성에 맞는 부동산정책을 집행하기 위한 조례제정 지침을 마련해야 한다. 향후 우리나라 가구의 다수를 소규모가구가 점유할 것이라는 것은 이미 저출산･고령화로 인해서 예견된 것이다. 특히 1인 가구의 증가는 오늘 현재의 문제이자 미래의 문제이므로 이에 대한 부동산 법제의 선제적 대응이 필요한 시기가 도래하였다.

영문 초록

The social structure of Korea is also changing, and a representative change among them is the surge in single-person households. Although Korea has been a large family system for a long time, it has become a nuclear family through the industrialization era, and is entering the era of single-person households in the rapidly changing information age. Currently, not only is the supply of small houses insufficient in the housing market, but the housing environment is poor due to quasi- residential and non-residential houses in the small housing market, and the fact that most of the single-person households are low-income is also the cause of low housing stability and residential environment. Despite the recent increase in demand for small rental housing as one or two-person households and elderly households, large domestic construction companies are preoccupied with supplying medium and large-sized housing because their business feasibility decreases when supplying small housing. The purpose of this article is to analyze the current status, characteristics, and overseas cases of one or two-person households, improve the current system and laws in Korea, and to provide quality small housing by private construction companies. It is clear that the current demographic change and the increase in small households will accelerate in the future. Accordingly, it is necessary to initiate a review of legal amendments that change the overall structure of houses suitable for small households, such as concepts, types, and standards, and furthermore, guidelines for enacting ordinances should be prepared to implement policies suitable for demographic or household characteristics. It is already predicted due to the low birth rate and aging population that the majority of Korean households will be occupied by small households. Furthermore, the increase in single-person households is a problem today and a problem in the future, so the time has come for a preemptive response by the real estate legislation.
