중동부유럽의 유럽회의주의에 관한 실증연구

국문 초록

이 연구는 중동부유럽에 유럽회의주의(Euroscepticism) 움직임이 확산되어 온 점에 주목하고, 그 특징을 여론조사 결과와 정당 득표율을 통해 검토하였다. 또한 유럽회의주의의 결정요인에 대한 실증분석을 통해 중동부유럽의 유럽회의주의가 갖고 있는 독특한 정치‧경제적 요인을 분석하였다. 실증분석 결과 유럽회의주의 현상의 원인이 된다고 간주되는 설명변수 중에는 중동부유럽 국가들에 대해서는 설명력이 없는 경우가 있는 것으로 나타났다. 경제성장률, 실업률 등 경제 변수는 2010년 이후 유럽회의주의의 확산을 잘 설명하는 것으로 알려져 있으나, 중동부유럽 국가들에 관해서는 설명력이 없는 것으로 나타났다. 또한 EU 기금의 수혜 정도, 산업 및 무역구조는 예상과 반대로 영향을 미치거나 설명력이 낮은 것으로 나타났다. 반면에 EU의 ‘민주주의 결핍(democratic deficit)’에 대한 일반의 인식은 중동부유럽의 유럽회의주의 성향을 잘 설명하는 것으로 나타났고, 자국 정치기관에 대한 신뢰도 또한 EU에 대한 신뢰에 투영되는 것으로 나타났다. 이 연구결과는 중동부유럽의 유럽회의주의를 이해하기 위해 기존의 경제적 이해관계의 틀에서 벗어날 필요가 있음을 시사한다. 오히려 정당정치와 민족주의 부상에 따른 우파적 논리의 확산 등 국내 정치의 동적 움직임 속에서 그 원인을 파악하려는 연구가 필요할 것이다.

영문 초록

This study pays attention to the spread of Euroscepticism in Central and Eastern European Countries (CEECs) and examines its trend following the opinion polls and turn-out rate of the Eurosceptic parties in the European Elections. It also conducts an empirical analysis of the Eurosceptic opinions in the CEECs with explanatory variables obtained at the country level. The empirical analysis results show that some conventional variables have an excellent level of explanatory powers to explain the skeptical attitude to the EU in the CEECs. However, other explanatory variables do not have explanatory power or influence in the opposite direction to our expectation. Economic variables such as economic growth rate and unemployment rate explain the spread of Euroscepticism since 2010 in Western Europe, but they have no explanatory power for CEECs. In addition, our findings show that the EU fund and industry and trade structure have opposite effects to our expectation or have low explanatory power. On the other hand, the general perception of the EU s democratic deficit was found to explain well the Euroscepticism in CEECs, and trust in its domestic political institutions is highly associated with trust in the EU. This study suggests that it is necessary to break away from the framework of existing economic interests to understand Euroscepticism in Central and Eastern Europe. Instead, it will be necessary to study the cause of dynamic movements in domestic politics, such as the spread of right-wing logic following the rise of party politics and nationalism.
