국문 초록

인사청문회 제도는 한국에서도 미국에서도 고도로 정치적인 방식으로 작동한다. 인사청문회의 정치가 한국에서 무의식적으로 작동하는 측면이 있는 데 비해 미국에서는 의식적으로 작동한다고 대비할 수는 있지만, 한국에서는 정치적인 반면에 미국에서는 비정치적이라고 대비할 수는 없다. 인사청문회의 정치성에 대한 비판은 한국과 미국에서 공히 팽배한 한편, 미국에서는 이 제도의 정치적 성격을 민주적 정당성으로 이해하는 시선도 드물지 않은 반면에 한국에서는 그런 시선이 매우 드물다. 한국과 미국의 사례들을 역사적으로 살펴봄으로써, 이 제도가 어떤 정치적 성격을 지니는지, 정치라는 개념에 담길 수 있는 어떤 상이한 의미들이 여기에 결부되는지, 그리고 이 제도에 대하여 두 나라에서 나타나는 상이한 반응이 정치를 이해하는 방식과 어떻게 연관되어 있는지를 논한다.

영문 초록

Confirmation hearings work in highly political ways both in South Korea and the U. S. The contrast can’t be made in terms that their working is political in one and non-political in the other country, while it can that the politics of congressional confirmation in the U. S. proceeds self-consciously whereas it does, partly at least, unconsciously in South Korea. Popular cynicism is prevalent in both societies against the partisanship in the confirmation politics. But not a few people appreciate the legitimating role of the institution in the U. S. while such an appreciative perspective is rarely found in South Korea. This paper tries to provide an outline of historical evolution of the institution in the two polities, with a view to elucidating what the political nature of the institution amounts to, and what different understandings of politics are involved in different responses to the institution in two countries.
