발달장애인 지원사업의 개선방안에 관한 연구

국문 초록

본 연구의 목적은 한국과 해외 발달장애인 지원사업의 비교를 통해 한국의 발달장애인 지원사업이 발전된 방향으로 나아갈 수 있도록 개선방안을 제시하는 것이다. 본 연구의 결과는 다음과 같이 정리할 수 있다. 첫째, 인지 기능 부족으로 일상생활활동과 사회적응행동 습득이 어려우므로 주거시설 제공을 통해, 주택마련 서비스, 공동보호시설, 위탁가정 서비스, 자립생활 지원, 중증장애인 보호시설, 주 정부 발달센터, 생활지원 서비스를 진행하도록 지원한다. 둘째, 타인에게의 의존성이 높고 자립이 어려워져 조기교육서비스가 필요하므로 조기교육서비스를 통해 보조공학, 청력학, 부모교육·상담·가정방문, 건강지원, 작업·물리·심리·언어치료 등을 실행해야 한다. 셋째, 의사소통능력이 다른 장애인에 비해 낮아 사회적응행동에 취약하므로 주간보호/데이케어 서비스를 통해 의사소통능력과 자생력 개발 및 유지능력 향상, 상호작용 능력, 표현능력, 지시사항 준수능력 향상, 자기옹호 및 취업능력 개발, 지역사회 통합 능력 개발, 문제행동 개선능력 향상, 여가활용 능력 개발을 이룰 수 있는 지원을 해야 한다. 넷째, 장애로 인한 사회적 편견과 차별을 더 많이 경험하므로 부모사후에도 자립할 수 있도록 직업서비스를 통해 발달장애인을 위한 고용 프로그램, 지원고용, 작업활동을 진행해야 한다. 다섯째, 신체, 정서, 사회, 경제적 문제를 수반한 대상자에게 조기교육 서비스를 제공해야 하므로 조기에 보조공학, 청력학, 부모교육·상담·가정방문, 건강지원, 작업·물리·심리·언어치료 등을 실행하여 직업서비스를 통한 발달장애인의 고용 프로그램, 지원고용, 작업활동 등을 진행해야 한다. 여섯째, 당사자와 주변의 모든 환경체계가 자원으로 지원되어야 하므로 영국의 대표적 발달장애인 자조집단인 ‘피플 퍼스트’처럼 발달장애인의 사회적인 통합을 위한 캠페인 사업을 진행해야 한다. 일곱째, 타인에 대한 의존도가 높아서 삶의 모든 부분에서 지원이 필요하므로 전반적인 지원서비스를 통해 재가 활동보조서비스, 부모 휴식·보호서비스, 이동보조서비스를 진행해야 한다. 여덟째, 발달장애인에 대한 인식 개선이 필요하다. 발달장애인을 기존의 장애인복지법상의 기준으로 바라보는 정책적 관점의 변화가 필요하다. 즉 다른 장애유형의 경우 취업 등을 통한 자립생활이 가능하지만, 발달장애의 경우 전 생애에 걸쳐서 적절한 서비스를 개발할 필요가 있다는 특성을 인식할 필요가 있다. 아홉째, 발달장애인을 위한 사회복지서비스 공급 확충이 필요하다. 재정적인 부담으로 인해 별도의 시설 건립보다는 시가 관리·감독하는 주민여가시설이나 이용시설 등에서 장애관련 프로그램을 개설하거나 일부시간대에 한하여 장애인들만 이용할 수 있도록 제도적 지원책을 마련해야 할 것이다. 마지막으로 본 연구에서는 발달장애인 관련 정보제공기관 설립 또는 정보공유 체계 구축이 필요하다. 여러 선행연구결과 대부분의 발달장애인이 느끼는 지역사회에서 제공하는 사회복지서비스 시설이나 프로그램에 대한 정보부족 현상을 해결하기 위한 정보망 구축이 필요하다는 것 등의 정책적 함의를 제시하였다.

영문 초록

The purpose of this study is to present improvement measures so that Korea s developmental disability support project can move in the direction of development through comparison of Korea and overseas developmental disability support projects. The results of this study can be summarized as follows. First, it is difficult to acquire daily life activities and social adaptation behavior due to lack of cognitive function, so it provides housing facilities, joint protection facilities, foster home services, self-reliance support, severely disabled protection facilities, state development centers, and life support services. Second, early education services are needed due to high dependence on others and difficulty in self-reliance, so early education services such as auxiliary engineering, hearing, parent education, counseling, home visits, health support, work, physics, psychology, and language therapy should be implemented. Third, since communication skills are lower than those of other disabled people, it is necessary to support communication skills and self-sufficiency development and maintenance skills, interaction skills, expression skills, instruction compliance skills, community integration skills, problem behavior improvement, and leisure utilization skills. Fourth, since they experience more social prejudice and discrimination due to disability, employment programs, support employment, and work activities for people with developmental disabilities should be conducted through vocational services so that they can stand on their own feet even after their parents death. Fifth, early education services should be provided to subjects with physical, emotional, social, and economic problems, so auxiliary engineering, hearing, parent education, counseling, home visits, health support, work, physics, psychology, and language therapy should be implemented early. Sixth, since the parties and all environmental systems around them must be supported with resources, campaign projects for the social integration of people with developmental disabilities, like the UK s leading self-help group People First, should be carried out. Seventh, because of the high dependence on others, support is needed in all parts of life, so home-based activity assistance services, parental rest and protection services, and mobility assistance services should be provided through overall support services. Eighth, it is necessary to improve the perception of people with developmental disabilities. It is necessary to change the policy perspective of viewing people with developmental disabilities as standards under the existing Welfare of Persons with Disabilities Act. In other words, in the case of other types of disabilities, it is possible to live independently through employment, but in the case of developmental disabilities, it is necessary to recognize the characteristics that appropriate services need to be developed throughout life. Ninth, it is necessary to expand the supply of social welfare services for people with developmental disabilities. Rather than building separate facilities due to financial burdens, institutional support measures should be prepared to open disability-related programs at leisure and use facilities managed and supervised by the city or to allow only the disabled to use them for some time. Finally, in this study, it is necessary to establish an information providing institution related to the developmental disability or to establish an information sharing system. As a result of several preceding studies, policy implications such as the need to establish an information network to solve the lack of information on social welfare service facilities or programs provided by most people with developmental disabilities.
