국문 초록

본 연구에서 제시한 주요 개선방안을 정리하면 다음과 같다. 첫째, 특별교통수단 이용 대상자는 휠체어를 탑승하는 중증 교통약자중에서 버스·지하철·택시 등의 이용이 어려운 사람으로 이동에 심한 불편을 느끼는 반드시 필요한 사람과 보호자로 제한해야 한다. 둘째, 경증 교통약자를 위해서는 일반 택시를 이용할 수 있는 바우처 택시 제도의 도입이 필요하다. 셋째, 농어촌이나 산간벽지 등에서 운행하는 버스에 대하여 수요자 중심의 수요대응형 교통서비스, 탄력적 정류장 정차, 지선노선 등의 도입으로 탄력적 운행을 지원해야 한다. 넷째, 버스 운전기사 및 교통서비스 관련 종사자를 대상으로 장애인 인식개선 교육 등 특정 교육을 이수한 경우에만 지속적인 업무 종사가 가능하고 추가 수당을 지급하는 유인정책의 도입이 필요하다. 본 연구를 통하여 교통복지 대상자의 범위에 현재의 법적 교통약자로 분류되어 있는 신체적 교통약자와 함께 경제적 및 지역적 교통약자를 포함하여 교통복지의 특성에 따른 개념을 새롭게 정리하고, 이를 통하여 다양한 교통약자를 위한 교통복지 서비스가 어떻게 구성되어야 하는지에 관한 시사점 및 기초자료를 제시할 수 있을 것으로 기대한다.

영문 초록

The main improvement measures presented in this study are summarized below. First, the people who use special transportation are those who have difficulty in using buses, subways, taxis, etc. among the severely vulnerable people who board wheelchairs, and those who absolutely need it and who feel terrible inconvenience in traveling. Must be restricted. Second, it is necessary to introduce a voucher taxi system that allows general taxis to be used for people with mild traffic vulnerabilities. Thirdly, for buses operating in agricultural and fishing villages and mountain wallpaper, it is necessary to support elastic operation by introducing consumer-centered demand-responsive transportation services, elastic stops, and branch lines. Fourth, the introduction of a manned policy that allows continuous work engagement and provides additional allowances only when specific education such as education for improving awareness of persons with disabilities is taken for bus drivers and transportation service-related workers. is necessary. Through this research, we have newly organized the concepts according to the characteristics of traffic welfare, including the physically vulnerable people who are currently classified as legal traffic vulnerable people in the range of traffic welfare people, as well as the economic and regional traffic vulnerable people. It is hoped that through this, various vulnerable people will be able to provide suggestions and basic materials on how traffic welfare services should be structured.
