국문 초록

동북아시아 지역은 한ㆍ중ㆍ일 3개의 국가를 중심으로 지정학적 측면 뿐만 아니라 군사, 국제정치, 역사적 영역에서 복잡한 상호관계를 형성하고 있다. 특히 전통적으로 국가 간의 상호 위협요소였던 군사력 이외의 다양한 요소로 인해 해양에서 발생하는 위협요소는 국가 영유권이나 해양경계미획정 지역에서의 해양자원 이용과 개발 등의 문제를 유발시키고 있다. 일본의 경우 동북아 지역 연안 국가들의 해양능력 구축과 협력을 위한 도구로써 최근 해상보안청(JCG) 함정을 지역 내에 정기적으로 파견ㆍ순회시키고 있으며, 지역 내의 해적정보교환, 해적공격 시 대응전략, 해적선 검문과 수색 방법 그리고 해적진압전술에 관한 다자간 훈련을 지속적으로 수행하는 등의 적극적 해양주권 수호활동을 실시하고 있다. 또한 중국의 경우 최근 해양안보와 관련된 해양정책들이 과거와는 다른 행보를 보이고 있으며, 해양의 중요성을 적극 고려하여 제도적인 근거도 마련하고 있다. 특히 1992년 영해법 제정을 시작으로 1996년 유엔해양법협약 비준, 1998년 배타적 경제수역 및 대륙붕에 관한 법률 등을 제정하여 해양국가로서 갖추어야 할 법적ㆍ제도적인 기반을 마련하였다. 이에 우리 해양경찰 역시 동북아 지역 내 해양주권을 수호하기 위한 적극적인 해양정책이 요구되고 있는 시점이며, 주요 해양안보수호 정책에 해당하는 해양경비활동 강화, 불법조업 외국어선 단속, 다자간 해양안보협의체 주도 등을 비롯한 전반적인 해양안보정책을 적극 시행해야 한다.

영문 초록

The Northeast Asian region has a complex relationship in geopolitical, military, international politics and historical areas centered on Korea, China and Japan. In particular, there are threats in the ocean caused by factors other than military forces, which have traditionally been mutual threats between countries. Also, military security and national sovereignty related issues include development of marine resources in areas not defined by the maritime boundary. In the case of Japan, the Japan Coast Guard (JCG) trap is regularly dispatched and circulated in the region as a tool for building and cooperating with maritime capabilities of coastal countries in Northeast Asia. In addition, the Japan Coast Guard (JCG) actively defended maritime sovereignty, such as the exchange of pirate information in Northeast Asia in September 2010. Also, maritime policies related to maritime security have been showing different behaviors in the past in China. China is also preparing an institutional basis by actively considering the importance of the ocean. In particular, the United Nations Convention on the Law of the Sea enacted in 1996 and the Act on Exclusive Economic Zones and Continental Shelf in 1998, providing the legal and institutional basis to be prepared as a maritime state. At this point, the Korea Coast Guard (KCG) are also in need of an active maritime policy to protect the maritime sovereignty in Northeast Asia. Therefore, it is necessary to discuss marine security activities, including strengthening maritime security activities, cracking down on foreign fishing vessels, and counter-terrorism operations.
