해외사례 및 수요조사를 통한 공적연금보고서 개선방안

국문 초록

[연구목적] 공적연금의 재정안정성을 평가하는데 적절한 정보를 제공하기 위하여, 공적연금정보의 해외사례 및 수요조사에 기초하여 현행 연금보고서의 개선방안을 제시하고자 한다. [연구방법] 본 연구는 국내외 공적연금의 회계처리 및 공시현황을 조사하고 공적연금정보에 대한 수요조사를 통하여, 현행 연금보고서의 문제점을 식별한 후 그 개선방안을 제시한다. [연구결과] OECD 국가 중 우리나라를 비롯해 미국 등 12개국이 연금충당부채를 인식·보고하며, 프랑스, 오스트리아, 핀란드는 주석으로만 공시한다. 터키 등 7개국은 연금충당부채를 산정조차 하지 않는다. 수요조사 결과, 가입자들은 현행 공적연금제도에 대해 불만족하며, 특히 국민연금가입자의 불만족이 더 높다. 그리고 연금지급 가능 여부에 대한 정보 수요가 가장 많고, 지급보장 명문화와 기대투자수익률 제고에 대한 정책 요구가 가장 높다. 따라서 연금충당부채뿐만 아니라 연금지급 가능 여부와 투자수익률에 대한 공시 강화가 필요하다. 또한, 현행 연금보고서의 공시, 분량, 전망에 대한 문제점을 개선하기 위해 주석정보 및 재정전망지표 강화와 연금보고서의 간략화가 요구된다. [연구의 시사점] 본 연구에서 제시하는 공적연금의 재정안정성 평가에 필요한 연금보고서의 개선을 통해, 국민 스스로가 본인의 노후를 결정하는 공적연금의 정책결정에 주도적으로 참여하는 등 국민과 소통이 제고될 것으로 기대한다.

영문 초록

[Purpose] In order to provide appropriate information for evaluating the financial stability of public pensions, this study proposes improvement plans for the current pension report based on overseas cases and a survey on demand for public pension information. [Methodology] This study investigates the accounting treatment and disclosure status of domestic and foreign public pension systems. In addition, a demand survey for public pension information is conducted to identify problems with the current pension report and suggest improvement plans. [Findings] Among OECD countries, 12 countries, including Korea and the United States, recognize and report pension provisions. France, Austria and Finland disclose their pension provisions in notes only. Seven countries, including Turkey, do not even calculate pension provisions. As a result of the demand survey, it was found that they are dissatisfied with the current public pension system, and in particular, the level of dissatisfaction with the national pension subscribers is high. The demand for information on whether an annuity is paid or not is the highest, and the highest demand for policy is to stipulate payment guarantees and increase the expected return on investment. Therefore, it is necessary to strengthen the disclosure of not only pension payment, but also pension payment possibility and investment return potential. In addition, in order to improve the disclosure, quantity and outlook of the current pension report, it is necessary to strengthen the note information and financial outlook indicators and simplify the pension report. [Implications] It is expected that communication with the public about public pension policy decisions will be improved through the improvement of the pension report presented in this study.
