국문 초록

우리나라에서 임대주택의 공급이 시작된 지 50여년이 지나고 있지만 여전히 임대주택의 부족에 따른 전세대란이 반복되고 있다. 이는 서민들의 주거안정에 필수적인 공공임대주택의 공급량이 절대적으로 부족하기 때문에 나타난 결과라고 할 수 있다. 통계를 보면, 1971~2012년 사이에 우리나라에서 공급된 총 주택공급량 대비 임대주택의 공급비율은 15.6%에 불과하다. 특히, 서민들의 주거문제에 중요한 역할을 담당하는 공공임대주택의 공급량은 총 주택공급량 대비 8.0%에 지나지 않는다. 이처럼 공공임대주택의 공급비율이 낮은 것은 공공임대주택의 공급체계에 문제가 있기 때문이며, 이에 대한 근본적인 해결방안을 찾는데 연구의 목적을 두었다. 연구를 통해 첫째, 임대주택시장을 안정시키기 위해서는 부족한 공공임대주택의 공급을 확대시켜야 하며, 둘째, 지자체의 공공임대주택 공급기능을 확대하여야 하며, 셋째, 진정한 의미의 공공임대주택인 영구임대, 국민임대, 장기전세 등이 더 많이 공급되게 구조를 개선해야 한다는 점을 제시하였다.

영문 초록

More than 50 years have passed since the beginning of supplying of rental housing in Korea, but the house-leasecrisis is repeating due to insufficiency in rental housing. This can be said to be the result arising from the definite insufficiency in the supply of public rental housing which is compulsory in residential stability of commoners. According to statistics, the supply rate of rental housing compared to the total supplied housing supply in Korea between 1971 and 2012 remains at only 15.6%. In particular, the supply of public rental housing which takes an important role in the residential problems of commoners remains only at 8.0% compared to the total housing supply. As such, the reason why the supply rate of public rental housing is low is because thereare problems in the supply of public rental housing, and we must find the fundamental problem and prepare an improvement strategy. First, through out the research, the supply of public rental housing must be expended to stabilize the rental housing market. then, local authorities also have to supply public rental housing for their community. Finally, the system must be improved to supply permanent, national and long-term rentals which are the types of real public rental housing.
