국문 초록

전월세대란의 지속에 따른 서민들의 주거문제를 해결 해 주기 위해 정부는 2015년 기업형 임대주택인 ‘뉴스테이(NEW STAY)’ 정책을 도입하였다. 뉴스테이는 중대형 민간임대주택으로 세입자는 최장 8년까지 거주할 수 있으며, 입주 후 임대료 상승률은 연 5% 이하로 제한된다. 또한 뉴스테이 사업의 중심이 되는 민간 기업의 참여를 독려하기 위해 8년 이상 장기 임대아파트를 100호 이상 매입하거나, 300호 이상 건설하여 임대하는 경우 사업자에게 택지, 금융, 세제 등 인센티브를 준다. 그러나 민간 기업들을 유인하기 위한 각종 지원제도가 기업들에게 지나치게 특혜를 준다는 지적도 많다. 특히, 민간 기업들을 유인하기 초기 임대료 규제를 하지 않을 경우 고가의 임대료가 책정되어 세입자에게 큰 부담이 된다는 점이 문제점으로 지적되고 있다. 본 논문에서는 2015년 도입되어 긍정적 평가와 부정적 평가를 동시에 받고 있는 뉴스테이 정책의 발전방안에 대해 연구하였다. 뉴스테이 정책의 문제점을 검토하고, 제도가 올바르게 정착될 수 있는 합리적인 방안을 제시 하였다.

영문 초록

In order to solve the housing problem of the ordinary people within the continued crisis due to excessive rise of rent and lease deposits, the government introduced the NEW STAY policy as the enterprise type rental house in 2015. The NEW STAY is medium to large sized private rental housing, where tenants can reside for 8 years at maximum period and the increase ratio of rent thereof after occupancy is limited to 5% per year. Also, the government grants business incentivesin areas such as housing lands, finance and taxes to enterprises to promote the participation by private enterprise as the principal party to the NEW STAYprojects, if they purchase more than 100 long term rental houses for more than 8years or builds more than 300 rental houses. However, there are many with the opinion that the various supporting measures to induce private enterprises grant excessive privilege to the corporations. Especially, it is suggested as the problem in this system that onerously high rents may be levied to the tenants if initial rents are not regulated for the purpose of inducing private enterprises.This thesis studies on the development measures for the NEW STAY policy that was introduced in 2015 and confronts positive and negative assessments concurrently. This thesis review the problems in the NEW STAY policy, and presents the reasonable way for the system to settle down properly.
